Abstract

ABSTRAK Penelitian ini bertujuan mendeskripsikan pelaksanaan pengawasan Kantor Wilayah Kementerian Agama Provinsi Lampung terhadap Kelompok Bimbingan Ibadah Haji dan Umrah. Penelitian ini menggunakan metode kualitatif dimana penulis mendeskripsikan hasil penelitian. Dengan hal ini mengamati Kantor Wilayah Kementerian Agama Provinsi Lampung, bagaimana mereka melakukan pengawasan terhadap Kelompok Bimbingan Ibadah Haji dan Umrah yang ada di Lampung. Penelitian ini menggunakan metode pengumpulan data yaitu wawancara, dan dokumentasi. Data primer diperoleh langsung dari seksi bina haji reguler dan advokasi haji sedangkan data sekunder berupa teori-teori serta data penunjang lainya diperoleh dari kepustakaan dan dokumentasi. Semua data tersebut mendeskripsikan pelaksanaan pengawasan Kantor Wilayah Kementerian Agama Provinsi Lampung terhadap Kelompok Bimbingan Ibadah Haji dan Umrah. Hasil penelitian menunjukkan bahwa pelaksanaan pengawasan Kantor Wilayah Kementerian Agama Provinsi Lampung terhadap Kelompok Bimbingan Ibadah Haji dan Umrah tidak melaksanakan sesuai dengan ketetuan, dilihat dari hasil output pengawasan KBIHU, dari hasil data yang didapat bahwa seharusnya Kanwil Kemenag Provinsi Lampung mampu mengeluarkan Akreditasi KBIHU dan dapat mempublikasikan sesuai bentuk akreditasi pada umumnya berdasarkan aturan No.7 Tahun 2023 Pasal 36 ayat 1 dan pasal 38 ayat 6. Kata Kunci : Implementaasi, Pengawasan, KBIHU iii ABSTRACT This study aims to describe the implementation of supervision of the Regional Office of the Ministry of Religious Affairs of Lampung Province of the Hajj and Umrah Guidance Group. This research uses a qualitative method where the author describes the results of the research. In this case observing the Regional Office of the Ministry of Religion of Lampung Province, how they supervise the Hajj and Umrah Guidance Groups in Lampung. This research uses data collection methods, namely interviews, and documentation. Primary data was obtained directly from the section of regular Hajj guidance and Hajj advocacy while secondary data in the form of theories and other supporting data obtained from literature and documentation. All of these data describe the implementation of the supervision of the Regional Office of the Ministry of Religious Affairs of Lampung Province on the Hajj and Umrah Guidance Group. The results showed that the implementation of the supervision of the Regional Office of the Ministry of Religion of Lampung Province on the Hajj and Umrah Guidance Group did not carry out in accordance with the provisions, seen from the results of the KBIHU supervision output, from the results of the data obtained that the Regional Office of the Ministry of Religion of Lampung Province should be able to issue KBIHU Accreditation and be able to publish according to the form of accreditation in general based on rule No.7 of 2023 Article 36 paragraph 1 and article 38 paragraph 6.
