Abstract

ABSTRAK Manusia merupakan salah satu kompenen yang sangat berpengaruh terhadap komponen-komponen ekosistem lainnya, Manusia harus menyadari bahwa ia memiliki ketergantungan mutlak terhadap sumber daya alam baik berupa air, tanah, udara, hutan dengan aneka segala jenis flora dan fauna yang di dalamnya itu untuk memenuhi kebutuhan hidup manusia. Manusia harus menjaga dan melestarian lingkungan hidup, sehingga dapat memanfaatkan hasil bumi, untuk memenuhi kebutuhan hidup akan tetapi justru sebaliknya manusia merasa memiliki kebebasan dalam tugasnya sebagai khalifah tersebut. Peneliti ini berusaha menjawab bentuk implementasi Peraturan Daerah yang terdapat di Desa Jatimulyo Kecamatan Jati Agung Kabupaten Lampung Selatan melalui Peraturan Daerah Nomor 4 Tahun 2018 Pasal 21 Ayat (1) tentang Pengelolaan Air Limbah Domestik. Metode penelitian yang di gunakan adalah penelitian Kualitatif yang bersifat Deskriftif. Sumber data primer menggunakan teknik Key Informan yang berasal dari Kepala Desa, Kasi Pemerintahan, Kepala Dusun, Ketua RT, dan Penduduk yang berada di desa jatimuyo. Proses analisis data dilakukan dengan Reduksi Data, Penyajian Data, Penarik Kesimpulan menggunakan Triangulasi data. Hasil dari penelitian ini adalah bentuk Implementasi Peraturan Daerah yang terdapat di Desa Jatimulyo Kecamatan Jati Agung Kabupaten Lampung Selatan menampilkan kondisi belum berjalan secara maksimal hal itu didasarkan dari temuan penulis yang dapat di lihat dari kurangnnya sosialisasi yang menjadikan masyarakat banyak yang tidak memahami dan mengikuti peraturan daerah dan belum adanya ketegasan pemerintah daerah mengenai pengelolaan air limbah domestik, tidak diterapkannya sanksi secara langsung dan kurangnya kesadaran masyarakat mengenai pengelolaan air limbah. Dilihat dari perspektif hukum Islam pengimplementasiannya perda pengelolaan air limbah di Desa Jati Mulyo belum sesuai dalam hukum Islam karena masyarakat belum memahami kandungan Al�Qur'an dan hadits dengan baik. Humans must protect and preserve the environment, so that they can utilize the produce of the land to fulfill their daily needs, but on the contrary, humans feel they have freedom in their duties as caliph. This researcher is trying to answer the form of implementation of Regional Regulations in Jatimulyo Village, Jati Agung District, South Lampung Regency through Regional Regulation Number 4 of 2018 Article 21 Paragraph (1) concerning Domestic Wastewater Management. The research method used is qualitative research which is descriptive in nature. The primary data source uses the Key Informant technique who comes from the Village Head, Head of Government Section, Hamlet Head, RT Head, and Residents in Jatimuyo Village. The data analysis process is carried out by data reduction, data presentation, drawing conclusions using data triangulation. The results of this research are that the form of implementation of regional regulations in Jatimulyo Village, Jati Agung District, South Lampung Regency shows that conditions are not yet running optimally. This is based on the author's findings which can be seen from the lack of socialization which means that many people do not understand and follow regional regulations. and the lack of firmness from local governments regarding domestic wastewater management, the lack of direct sanctions and a lack of public awareness regarding wastewater management. Viewed from the perspective of Islamic law, the implementation of the regional regulation on waste water management in Jati Mulyo Village is not in accordance with Islamic law because the community does not understand the contents of the Al-Qur'an and hadith well.
