Abstract

ABSTRAK Permasalahan yang sedang dihadapi di Dinas Pendidikan Kabupaten Lampung Utara pada umumnya pegawai masih kurang mematuhi peraturan kedisiplinan, bentuk pelanggaran yang sering dilakukan yaitu seringkali tidak masuk kerja sehingga dapat menghambat kelancaran dalam bekerja. Sehingga timbul lah yang disebut patologi birokrasi, yang makin hari makin menjadi-jadi. Rumusan pada penelitian ini yaitu: (1) Bagaimana Implementasi Disiplin Aparatur Sipil Negara di Dinas Pendidikan Kabupaten Lampung Utara? (2) Bagaimana Tinjauan Fiqih Siyasah Tanfidziyah terhadap Implementasi Disiplin Aparatur Sipil Negara di Dinas Pendidikan Kabupaten Lampung Utara? Tujuan Penelitian ini adalah (1) Untuk mengetahui Implementasi Disiplin Aparatur Sipil Negara di Dinas Pendidikan Kabupaten Lampung Utara(2) Untuk mengetahui Tinjauan Fiqih Siyasah Tanfidziyah terhadap Implementasi Disiplin Aparatur Sipil Negara di Dinas Pendidikan Kabupaten Lampung Utara. Penelitian ini merupakan penelitian lapangan (field research) dan sifat penelitiannya deskriptif, sumber datanya berasal dari hasil penelitian lapangan dan kepustakaan. Adapun tehnik pengumpulan data dilakukan dengan wawancara langsung antara peneliti dengan narasumber, kemudian hasilnya dianalisis secara kualitatif. Pengolahan data dilakukan dengan cara editing dan sistemating. Berdasarkan hasil penelitian Tinjauan Fiqih Siyasah Terhadap Implementasi Disiplin Aparatur Sipil Negara (Studi Di Dinas Pendidikan Kabupaten Lampung Utara). ASN diibaratkan sebagai tabiin (pengikut), tabiin diharuskan taat kepada pemimpin (ulil amri). Dalam hal ini pemimpin (ulil amri) diharapkan melakukan pengawasan melekat terhadap pengikutnya, sehingga ASN dapat menjalankan tugas dan tanggungjawabnya sesuai dengan prosedur yang sudah ada. Pemimpin juga diharapkan dapat memberikan reward (penghargaan) kepada ASN yang disiplin sebagai cara untuk memotivasi pegawai agar bersikap disiplin. Adapun iii mengenai Disiplin ASN telah diterapkannya sejak peraturan tersebut berlaku, terbukti dengan adanya sanksi terhadap ASN yang melanggar ketentuan kedisiplinan. Tetapi pelanggaran kedisiplinan akan terus selalu terjadi bila tidak adanya kesadaran dari diri ASN itu sendiri mengenai sikap amanah. Sikap amanah harus menjadi prinsip dari ASN karena didalam sikap amanah dapat memberikan suatu kebaikan bagi ASN itu sendiri. Bila semua ASN memiliki sikap amanah, akan dapat dipastikan mereka dapat berlaku disiplin yang nantinya akan memberi pelayanan yang berkualitas bagi masyarakat. So that arises what is called the pathology of bureaucracy, which is getting worse day by day. The formulation of this research is: (1) How is the Implementation of State Civil Apparatus Discipline in the Education Office of North Lampung Regency? (2) What is the Fiqh Review of Siyasah Tanfidziyah on the Implementation of State Civil Apparatus Discipline at the Education Office of North Lampung Regency? The aims of this study were (1) to find out the implementation of state civil servant discipline at the North Lampung district education office; This research is a field research and the nature of the research is descriptive, the source of the data comes from the results of field research and literature. The data collection technique was carried out by direct interviews between researchers and informants, then the results were analyzed qualitatively. Data processing is done by editing and systemating. Based on the research results of the Siyasah Fiqh Review of the Implementation of State Civil Apparatus Discipline (Study at the Education Office of North Lampung Regency). ASN is likened to a tabiin (follower), tabiin is required to obey the leader (ulil amri). In this case the leader (ulil amri) is expected to carry out close supervision of his followers, so that ASN can carry out their duties and responsibilities in accordance with existing procedures. Leaders are also expected to be able to provide rewards to disciplined ASNs as a way to motivate employees to be disciplined. As for ASN Discipline, it has been implemented since the regulation came into force, as evidenced by the existence of sanctions against ASN who violate disciplinary provisions. But disciplinary violations will continue to occur if there is no awareness from the ASN itself regarding trustworthiness. The attitude of trust must be the principle v of ASN because in an attitude of trust can provide something good for the ASN itself. If all civil servants have an attitude of trustworthiness, it will be certain that they will be able to apply discipline which in turn will provide quality services for the community.
