Abstract

ABSTRAK Program Keluarga Harapan (PKH) merupakan program pengentas kemiskinan dengan memberikan bantuan sosial bersyarat kepada keluarga miskin di Indonesia dan membantu mendapatlan akses pelayanan dan Kesehatan serta Pendidikan dengan harapan dapat mengurangi kimiskinan dan meningkatkan kesejahteraan. Penelitian dilakukan dikota Bandar Lampung untuk mengetahui bagaimana Implementasi Program Keluarga Harapan (PKH) satuan kerja Dinas Sosial Kota Bandar Lampung dan Pendampingan para mastarakat miskin meningkatkan kesejahteraan ekonomi di kota Bandar Lampung serta bagaimana Program Keluarga Harapan ditinjau dari perspektif Maqashid Syariah. Penelitian ini bertujuan untuk mengetahui bagaimana Program Keluarga Harapan (PKH) Dinas Sosial Kota Bandar Lampung dalam mengurangi penduduk miskin dalam meningkatkan kesejahteraan ekonomi warga Bandar Lampung, Metode yang digunakan dalam penelitian ini merupakan penelitian kualitatif. Data yang digunakan adalah data sekunder yang diperoleh dari Dinas Sosial Kota Bandar Lampung. Pengumpulan data menggunakan dokumentasi dan wawancara. Dan terdapat 100 sample warga Kota Bandar Lampung yang telah diwawancarai. Hasil dari penelitian ini menunjukkan Program Keluarga Harapan (PKH) secara konsep merupakan Program Nasional dengan persyaratan masyarakat harus terdaftar di DTKS (Data Terpadu Kesejahteraan Sosial), Implementasi Program Keluarga Harapan (PKH) saat ini Sebagian masayarakat merasa terbantu dengan adanya Program Keluarga Harapan (PKH), tapi Sebagian masyarakat mengeluh bantuan yang tidak merata. Kesimpulan Program Keluarga Harapan (PKH) dalam meningkatkan kesejahteraan harus sesuai dengan kriteria miskin, tidak terdaftar di DTKS, tidak padan disdukcapil, serta masi banyak PKH belum. Program Keluarga Harapan (PKH) persfektif maqashid syariah dapat dilihat dari beberapa aspek yaitu konsep dalam menjaga Agama, konsep dalam menjaga jiwa, konsep menjaga Akal, konsep dalam menjaga Keturunan, konsep dalam menjaga Harta. The research was conducted in the city of Bandar Lampung to find out how the Implementation of the Family Hope Program (FHP) in the work unit of the Bandar Lampung City Social Service and Assistance the poor community improves economic welfare in the city of Bandar Lampung and how the Family Hope Program is viewed from the perspective of Maqashid Syariah. This study aims to find out how the Family Hope Program (FHP) of the City of Bandar Lampung Social Service reduces the poor population in improving the economic welfare of Bandar Lampung residents, The method used in this research is a qualitative research. The data used is secondary data obtained from the City of Bandar Lampung Social Service. Data collection using documentation and interviews. And there are 100 samples of Bandar Lampung City residents who have been interviewed. The results of this study show that the Family Hope (FHP) is conceptually a National Program with the requirement that the community must be registered with the DTKS (Integrated Social Welfare Data), the current implementation of the Family Hope Program (FHP), but some people complain that the assistance is not evenly distributed. Conclusion The Family Hope Program (FHP) in improving welfare must meet the criteria of being poor, not registered with DTKS, not equivalent to Disdukcapil, and many PKH are not yet. The Family Hope Program (FHP) from a maqashid sharia perspective can be seen from several aspects, namely the concept of protecting religion, the concept of protecting the soul, the concept of protecting the mind, the concept of protecting offspring, the concept of protecting assets.
