Abstract

ABSTRAK Corona virus disease 2019 atau biasa disebut covid-19 merupakan virus yang berasal dari wuhan china. Seiring berjalannyaa waktu berita tentang Covid bagai lenyap dimakan waktu. Saat ini, pencegahan dan pengendalian Covid-19 di dunia dalam masa transisi menuju endemi. Tanpa disadari mutasi dari virus Covid-19 terus muncul dengan varian dan gejala yang sedikit berbeda. Di mana dalam mengendalikan dan mencegah lonjakan kasus Covid-19 diperlukan strategi proaktif, persuasive, terfokus dan terkoordinir serta mengambil langkah-langkah yang diperlukan dalam masa transisi menuju endemi. Salah satu tujuan dari Peraturan Daerah Provinsi Lampung Nomor 3 Tahun 2020 Tentang Adaptasi Kebiasaan Baru Dalam Pencegahan Dan Pengendalian Corona Virus Disease 2019 pasal 4 ialah untuk melindungi masyarakat dari Covid-19 atau faktor kesehatan lain yang berpotensi menimbulkan kedaruratan kesehatan masyarakat serta mewujudkan kesadaran bersama dalam rangka mencegah dan mengendalikan penularan Covid�19. Rumusan masalah pada penelitian ini adalah bagaimana Implementasi Peraturan Daerah Provinsi Lampung Nomor 3 Tahun 2020 Tentang Adaptasi Kebiasaan Baru Dalam Pencegahan Dan Pengendalian Coronavirus Disease 2019 di Kecamatan Tegineneng dan Bagaimana Perspektif Fiqh Siyasah Tanfidziyah Terhadap Implementasi Peraturan Daerah Provinsi Lampung Nomor 3 Tahun 2020 Tentang Adaptasi Kebiasaan Baru Dalam Pencegahan Dan Pengendalian Coronavirus Disease 2019 di Kecamatan Tegineneng. Tujuan penelitian ini adalah untuk Mengetahui Bagaimana Implementasi Peraturan Daerah Provinsi Lampung Nomor 3 Tahun 2020 Tentang Adaptasi Kebiasaan Baru Dalam Pencegahan Dan Pengendalian Coronavirus Disease 2019 di Kecamatan Tegineneng dan untuk Mengetahui Bagaimana Perspektif Fiqh Siyasah Terhadap Implementasi Peraturan Daerah Provinsi Lampung Nomor 3 Tahun 2020 Tentang Adaptasi Kebiasaan Baru Dalam Pencegahan Dan Pengendalian Coronavirus Disease 2019 Di Kecamatan Tegineneng Perspektif Fiqh Siyasah Tanfidziyah Metode penelitian yang digunakan dalam penelitian ini adalah penelitian lapangan(field research). Sifat dalam penelitian deskriptif ini adalah kualitatif. Di mana peneliti lebih fokus mengamati dan melakukan wawancara kepada masyarakat Kecamatan tentang pencegahan dan pengendalian virus ini. Dalam pengumpulan data penulis melakukan observasi, analisis visual, dan interview kepada beberapa masyarakat desa.. Hasil dari penelitian ini ialah: Pertama, Implementasi Peraturan Daerah Provinsi Lampung Nomor 3 Tahun 2020 Tentang Adaptasi Kebiasaan Baru Dalam Pencegahan Dan Pengendalian Coronavirus Disease 2019 di Kecamatan Tegineneng Kabupaten Pesawaran, berdasarkan fokus penelitian yang tercantum dalam pasal 6 Peraturan Daerah Provinsi Lampung Nomor 3 Tahun 2020 Tentang Adaptasi Kebiasaan Baru Dalam Pencegahan Dan Pengendalian Coronavirus Disease 2019, secara umum pemerintah Kecamatan Tegineneng telah melaksanakan kewenangan pencegahan dan pengendalian Covid-19 yang terdapat pada pasal 8. Namun, terdapat beberapa bagian dari pasal tersebut yang belum dapat di laksanakan dalam lingkungan masyarakat. Hal ini menunjukan bahwa pasal 8 belum dapat dilaksanakan dengan maksimal oleh pemerintah Kecamatan Tegineneng. Kedua, Implementasi Peraturan Daerah Provinsi Lampung Nomor 3 Tahun 2020 Tentang Adaptasi Kebiasaan Baru Dalam Pencegahan Dan Pengendalian Coronavirus Disease 2019 di Kecamatan Tegineneng Kabupaten Pesawaran apabila dilihat dari pandangan pelaksanaan undang-undang (siyasah tanfidziyah) telah sesuai. Hal ini dapat dilihat dari kriteria Camat Tegineneng yang merupakan sosok pemimpin yang bertanggung jawab dan selalu mengutamakan masyarakat. As time goes by, the news about Covid seems to have disappeared with time. Currently, the prevention and control of Covid-19 in the world is in a transitional period towards endemic. Without realizing it, mutations of the Covid-19 virus continue to appear with slightly different variants and symptoms. Where in controlling and preventing spikes in Covid-19 cases, a proactive, persuasive, focused and coordinated strategy is needed and takes the necessary steps in the transition period towards endemic. One of the objectives of Lampung Province Regional Regulation Number 3 of 2020 Regarding Adaptation of New Habits in the Prevention and Control of Corona Virus Disease 2019 article 4 is to protect the public from Covid-19 or other health factors that have the potential to cause public health emergencies and to create shared awareness in the context of preventing and controlling the transmission of Covid-19. The formulation of the problem in this research is how to implement the Regional Regulation of Lampung Province Number 3 of 2020 Concerning the Adaptation of New Habits in the Prevention and Control of Coronavirus Disease 2019 in Tegineneng District and What is the Fiqh Siyasah Tanfidziyah Perspective on the Implementation of Regional Regulation of Lampung Province Number 3 of 2020 Concerning the Adaptation of New Habits In the Prevention and Control of Coronavirus Disease 2019 in Tegineneng District. The purpose of this study was to find out how the implementation of the Regional Regulation of Lampung Province Number 3 of 2020 concerning Adaptation of New Habits in the Prevention and Control of Coronavirus Disease 2019 in Tegineneng District and to find out the Perspective of Fiqh Siyasa on the Implementation of Regional Regulation of Lampung Province Number 3 of 2020 concerning Habit Adaptation New in Prevention and Control of Coronavirus Disease 2019 in Tegineneng Sub-district Perspective of Fiqh Siyasah Tanfidziyah The research method used in this research is field research. The nature of this descriptive research is qualitative. Where the researchers focused more on observing and conducting interviews with the sub-district community about preventing and controlling this virus. In collecting data, the authors conducted observations, visual analysis, and interviews with several village communities. The results of this study are: First, Implementation of Regional Regulation of Lampung Province Number 3 of 2020 Concerning Adaptation of New Habits in the Prevention and Control of Coronavirus Disease 2019 in Tegineneng District, Pesawaran Regency, based on the research focus listed in article 6 of Lampung Province Regional Regulation Number 3 of 2020 Regarding the Adaptation of New Habits in the Prevention and Control of Coronavirus Disease 2019, in general the people of Tegineneng District have done quite well in adapting, however, it has not been fully realized perfectly. This can be seen from the fact that some people still do not care about cleanliness and health and are reluctant to carry out advanced doses of vaccines that have been designed by the government for the community. This shows that the community has not fully shared awareness in preventing and controlling the transmission of Covid-19. Second, the Implementation of Lampung Province Regional Regulation Number 3 of 2020 Concerning Adaptation of New Habits in the Prevention and Control of the 2019 Coronavirus Disease in Tegineneng District, Pesawaran Regency, when viewed from the perspective of law enforcement (siyasah tanfidziyah) has been implemented quite well but not optimally. This can be seen from several verses in the Qur'an which have not been fully realized in people's lives. Keywords: Covid-19, Covid Control, Covid Prevention.
