Abstract

ABSTRAK Pemerintah desa sebagai perpanjangan tangan pemerintah kabupaten atau kota berkewajiban memberikan pelayanan yang sebaik-baiknya kepada masyarakat setempat dalam upaya mencapai kesejahteraan masyarakat seutuhnya berdasarkan ketentuan peraturan perundangundangan yang mengatur tentang kewenangan desa itu sendiri sebagai lembaga pemerintahan yang sah. Desa Bagelen memiliki beberapa permasalahan khususnya bencana alam seperti banjir yang setiap tahun melanda yang disebabkan karena desa ini memiliki aliran sungai cukup besar dan terdapat 3 sumber arus sungai dari wilayah lain sehingga menyebabkan air sulit dibendung apabila terjadi hujan lebat. Selain itu masyarakat mengeluhkan bantuan sosial yang mereka rasa belum merata. Rumusan masalah pada penelitian ini adalah bagaimana kepuasan masyarakat Desa Bagelen atas kualitas pelayanan dan bagaimana kinerja pemerintah Desa Bagelen terhadap pelayanan publik pada masyarakat dalam perspektif Ekonomi Islam. Tujuan dalam penelitian ini adalah untuk menganalisis bagaimana kepuasan masyarakat Desa Bagelen dan mengetahui bagaimana kinerja pemerintah desa terhadap pelayanan publik menurut perspektif ekonomi Islam. Jenis penelitian yang digunakan adalah penelitian kualitatif yaitu penelitian lapangan (Field Research) dan penelitian kepustakaan (Library Research) sedangkan sifat penelitiannya adalah deskriptif. Metode yang digunakan untuk mengumpulkan data adalah observasi, wawancara, dan dokumentasi. Dan teknik analisis yang digunakan dalam penelitian yaitu teknik analisis SWOT diamana analisis ini berguna untuk mengetahui posisi pemerintah Desa Bagelen dalam pelayan publik berdasarkan Strengths (kekuatan), Weaknesses (kelemahan), Opportunities (peluang), dan Threats (ancaman) dan cara analisis SWOT penelitian ditentukan oleh kombinasi faktor internal dan eksternal, kedua faktor tersebut harus dipertimbangkan dalam analisis SWOT yang akhirnya memunculkan strategi baru yang dapat digunakan pemerintah Desa Bagelen. Hasil analisis ini adalah kinerja pemerintah Desa Bagelen menurut masyarakat sudah sangat memuaskan, pemerintah berorientasi terhadap kesejahteraan masyarakat dengan memberikan pelayanan yang terbaik dari segi pembangunan infrastrukur, pelayanan administrasi, pemerataan pembagian bantuan sosial, dan menjadi pemimpin yang memberikan kesempatan masyarakat untuk menyampaiakan aspirasi terhadap kualitas pelayanan publik dan dilihat dari ketepat sasarannya kebijakan tersebut dapat disimpukan sesuai dengan pandangan ekonomi islam dalam Al-Qur’an dan sunnah terhadap pelayanan publik untuk mengurangi kesenjangan sosial ekonomi pada seluruh masyarakat Desa Bagelen. ABSTRACT The village government as an extension of the district or city government is obliged to provide the best possible service to the local community in an effort to achieve the welfare of the whole community based on the provisions of the laws and regulations governing the authority of the village itself as a legitimate government institution. Bagelen Village has several problems, especially natural disasters such as floods which occur every year because this village has a large river flow and there are 3 sources of river flow from other areas, making it difficult to contain water when heavy rains occur. In addition, the community complained about social assistance which they felt was not evenly distributed. The formulation of the problem in this study is how the satisfaction of the people of Bagelen Village for the quality of service and how the performance of the Bagelen Village government for public services to the community in the perspective of Islamic Economics. The purpose of this research is to analyze the satisfaction of the people of Bagelen Village and to find out how the performance of the village government towards public services according to an Islamic economic perspective. The type of research used is qualitative research, namely field research and library research while the nature of the research is descriptive. The methods used to collect data are observation, interviews, and documentation. And the analysis technique used in this study is the SWOT analysis technique where this analysis is useful for knowing the position of the Bagelen Village government in public service based on Strengths, Weaknesses, Opportunities, and Threats and the SWOT analysis method of research determined by a combination of internal and external factors, both of these factors must be considered in a SWOT analysis which eventually emerges a new strategy that can be used by the Bagelen Village government. The results of this analysis are that according to the community, the performance of the Bagelen Village government has been very satisfying, the government is oriented towards the welfare of the community by providing the best service in terms of infrastructure development, administrative services, equitable distribution of social assistance, and being a leader who provides opportunities for the community to convey aspirations for service quality and judging from the accuracy of the target, the policy can be concluded in accordance with the views of Islamic economics in the Qur'an and Sunnah on public services to reduce socio-economic inequalities in all the people of Bagelen Village.
