Abstract

ABSTRAK EVALUASI DISTRIBUSI PROGRAM BANTUAN PANGAN NON TUNAI (BPNT) (Studi Pada Desa Galih Lunik Kec. Tanjung Bintang Kab. Lampung Selatan) Oleh : Lintang Adi Setiawan Kemiskinan merupakan salah satu persoalan mendasar yang menjadi pusat perhatian pemerintah di negara manapun. Program Pemerintah yang berorientasi dalam upaya pengentasan kemiskinan dan dapat memberikan dampak langsung kepada masyarakat yaitu Program Bantuan Pangan Non Tunai (BPNT). Penyaluran BPNT di Desa Galih Lunik yang dilakukan peneliti, bahwasanya banyak ditemukan data Penerima Keluarga Manfaat yang tidak sesuai menerima bantuan tersebut.Banyaknya masyarakat yang kurang mampu tetapi tidak mendapatkan bantuan tersebut. Hal inilah yang menjadi faktor kesalahan dalam pendataan sehingga menyebabkan terjadinya permasalahan di aspek penyaluran Bantuan Pangan Non Tunai di Desa Galih Lunik, kurangnya tepat sasaran dan tidak mengacu pada Peraturan Presiden Nomor 63 Tahun 2017 Tentang Penyaluran Bantuan Secara Non Tunai. Jenis penelitian ini adalah penelitian kualitatif dengan pendekatan deskriptif. Penelitian ini bersifat deskriptif analisis tepatnya berupa studi kasus, penelitian ini menggunakan pendekatan institusional dimana suatu objek masalah mencakup peraturan, prosedur, dan organisasi formal pemerintahan. Pendekatan ini memfokuskan institusi negara sebagai kajian utama, bagaimana organisasi itu, apa tanggung jawab dari setiap perannya, dan bagaimana institusi itu berinteraksi. Teknik pengumpulan data yaitu Obsevasi, Wawancara dan Dokumentasi. Teknik Analisis Data yang digunakan oleh peneliti yaitu reduksi data, penyajian dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa Distribusi Pelaksanaan Program Bantuan Pangan Non Tunai Di Desa Galih Lunik belum sepenuhnya tepat dalam memenuhi indikator yaitu efektifitas, efisiensi, kecukupan, perataan, responsivitas dan ketepatan. Adapun upaya dari pihak Desa Galih Lunik telah melakukan pendataan terbaru atau data tunggu yang disampaikan kepada Dinas Sosial, dengan demikian Distribusi Program Bantuan Pangan Non Tunai di Desa Galih Lunik dapat dikatakan belum berjalan dengan baik dikarenakan kurangnya evaluasi dan sosialisasi terkait data penerima manfaat BPNT oleh Dinas Sosial dan pendamping BPNT agar dapat tersalurkan tepat sasaran kepada masyarakat. ABSTRACT EVALUATION OF THE DISTRIBUTION OF THE NON-CASH FOOD ASSISTANCE (BPNT) PROGRAM (Study at Galih Lunik Village, Tanjung Bintang District, South Lampung Regency) By : Lintang Adi Setiawan Poverty is one of the fundamental issues that is the center of attention of the government in any country. Government programs that are oriented towards poverty alleviation and can have a direct impact on the community, namely the Non-Cash Food Assistance Program (BPNT). The distribution of BPNT in Galih Lunik Village, which was carried out by researchers, found that there were many data on Beneficiary Families that were not suitable for receiving this assistance. There were a large number of poor people who did not receive this assistance. This is the factor for errors in data collection, which causes problems in the distribution aspect of Non-Cash Food Assistance in Galih Lunik Village, the lack of proper targeting and not referring to Presidential Regulation Number 63 of 2017 concerning the Distribution of Non-Cash Assistance. This type of research is a qualitative research with a descriptive approach. This research is a descriptive analytical research in the form of a case study, this research uses an institutional approach where an object of the problem includes regulations, procedures, and formal government organizations. This approach focuses on state institutions as the main study, how they are organized, what are the responsibilities of each role, and how these institutions interact. Data collection techniques namely Observation, Interview and Documentation. Data analysis techniques used by researchers are data reduction, presentation and conclusion. The results of this study indicate that the distribution of the Implementation of the Non-Cash Food Assistance Program in Galih Lunik Village is not fully appropriate in fulfilling the indicators namely effectiveness, efficiency, adequacy, adequacy, responsiveness and accuracy. As for the efforts of the Galih Lunik Village to carry out the latest data collection or waiting data submitted to the Social Service, thus the Distribution of the Non-Cash Food Assistance Program in Galih Lunik Village can be said to have not gone well due to the lack of evaluation and socialization regarding the BPNT beneficiary data by the Office.
