Abstract

ABSTRAK Masjid Al-Furqon Bandar Lampung merupakan salah satu masjid terbesar yang terletak di jantung Kota Bandar Lampung, masjid ini merupakan salah satu tempat beribadah umat muslim, pada zaman rasulullah Saw masjid tidak hanya dijadikan sebagai tempat shalat lima waktu, masjid pada zaman rasulullah memiliki peran penting sebagai tempat peradaban umat pada zamannya. Sehinggadiperlukannya pengeras suara sebagai media syiar dakwah umat islam. Namun seiring berkembangnya zaman penggunaan pengeras suara sering dianggap mengganggu ketenangan masyarakat sekitar sehingga pemerintah kementrian agama mengeluarkan kebijakan aturan penggunaan pengeras suara yang dikeluarkan melalui surat edaran Direktur Jenderal Bimbingan Masyarakat Islam No.B.3940/DJ.III/HK.007/08/2018 Tentang Pengeras Suara Azan Di Masjid atau Mushola. Sehingga perlunya penelitian yang merumuskan tentang aturan penggunaan pengeras suara di masjid Al-Furqon Bandar Lampung. Penelitian ini menggunakan metode pendekatan kualitatif. Data yang didapat melalui wawancara (interview) observasi dan dokumentasi. Dan peneliti menggunakan analisis data deskriptif. Dengan metode deksiptif, deduktif dan induktif. Yang diperoleh mellaui wawancara, observasi dan dokumentasi. Populasi dalam penelitian ini adalah para pengurus masjid al-furqon (takmir) dan jamaah masjid. Kemudian diambil lima sample. Dari hasil penelitian ini dapat disimpulkan implikasi kebijakan menteri agama tentang peraturan penggunaan pengeras suara di masjid al-furqon Bandar lampung. Implikasi yang terjadi dengan adanya aturan penggunaan pengeras suara sering dianggap mengganggu ketenangan masyarakat sekitar karna penggunaan pengeras suara yang berlebihan, seperti sebelum masuk waktu azan pengeras suara sudah digunakan dengan melantukan ayat suci Al-Quran (mengaji), shalawat yang berlebihan sehingga suara yang keluar melalui pengeras suara tidak terkontrol dan mengganggu masyarakat sekitar. Adapun upaya iii yang dilakukan para takmir masjid al-furqon dengan dikeluarkannya peraturan penggunaan pengeras suara di masjid kini penggunaan pengeras suara sudah sesuai dengan kebutuhan dan volume penggunaan suara dapat terkontrol dengan baik dan dakwah syiar islam berjalan lancar. Kegiatan yang dilakukan masjid al-furqon juga tetap berjalan dengan baik seperti majelis taklim, pengajian subuh, TPA, dan TPQ. Kata Kunci : implikasi kebijakan, penggunaan pengeras suara, masjid iv ABSTRACT Al-Furqon in Bandar Lampung is one of the largest mosques located in the heart of Bandar Lampung City, This mosque is a place of worship for muslims. At the time of the prophet Muhammad, the mosque was not only used as place for five daily prayers, the mosque at the time of the prophet had an important role as a place of civilization for the people of his time. So that all activities carried out in the mosque from time to time since the time of the prophet Muhammad used loudspeakers as a medium of dakwah. Jamun, along with the development of the era, the use of loudspakers is often considered to disturb the peace of the surrounding community, so the government ministry of religion issued a policy on the use of loudspeakers which was issued through a circular letter of the director general of Islamic community guidance No.B.3940/DJ.III/HK. This study uses a method qualitative approach. Data abtained through interviews, observation and documentation. And researchers used descriptive data analycis. With desctiptive, deductive, and inductive methods. Obtained through interviews, observation and documentation. The population in this study were the administrators of the Al-Furqon mosque (takmir) and the congregation of the mosque. Then five samples were taken. From the results of this study it can be concluded that the implications of the minister of religions policy regarding regulations for the use of loudspeakers at the Al-Furqon mosque in Bandar Lampung. The implications that occur with the existence of regulations on the use of loudspeakers are often seen as disturbing the peace of the surrounding community due to the excessive use of loudspeakers are already used by reciting the holy verses of the newspapers (recitation), excessive prayers so that the sound that comes out through loudspeakers are out of control and disturbing the surrounding community. The efforts made by the takmir of the Al�Furqon mosque by issuing regulations on the use of loudspeakers are in accordance with the needs and the volume of sound usage can be controlled properly and the preaching of Islamic syiar runs smoothly.
