Abstract

ABSTRAK Pandemi covid-19 berdampak pada banyak sektor di Indonesia termasuk dalam tata kelola keuangan Desa. Upaya telah dilakukan oleh pemerintah sebagai bentuk pencegahan dan penanggulangan dampak covid-19 dapat terlihat dengan di terbitkannya Peraturan Pemerintah Pengganti UU No. 1 Tahun 2020 menyebutkan bahwa dana desa dapat digunakan antara lain untuk BLT bagi penduduk miskin didesa dan kegiatan penanganan pandemi covid-19. Penggunaan dana desa tahun 2020 berdasarkan Permendes PDTT No.r 11 tahun 2019 tentang prioritas penggunaan dana desa tahun 2020, diprioritaskan untuk membiayai pelaksanaan program dan kegiatan di bidang pembangunan desa dan pemberdayaan masyarakat desa. Namun karena pada tahun 2020 terdapat pandemi covid-19 yang sangat berdampak pada perekonomian masyarakat, termasuk masyarakat desa, maka dilakukan penanggulangan dampak dari pandemi covid-19 salah satunya yaitu dengan pemberian BLT. Bantuan ini menimbulkan fenomena di masyarakat semenjak dikeluarkannya. Peneliti tertarik untuk mengkaji lebih jauh tentang bagaimana Sikap Masyarakat Pada Masa pandemi Covid-19 Terhadap Kebijakan Aparatur Desa dalam pemanfaatan pengalihan dana desa selama pandemi di Desa Sukoyoso, Kec. Sukoharjo, Kab. Pringsewu. Tujuan dalam penelitian ini adalah untuk mengetahui sikap masyarakat Desa Sukoyoso setuju atau tidak setuju terhadap kebijakan aparatur desa Sukoyoso dalam pemenfaatan pengalihan dana desa pada masa pandemi covid-19. Penelitian ini menggunakan penelitian kuantitatif deskriptif dan teknik pengumpulan data pada penelitian ini menggunakan skala likert. Hasil penelitian ini menemukan bahwa sikap masyarakat desa Sukoyoso, Kec.Sukoharjo, Kab. Pringsewu dari jumlah 100 responden dihasilkan masyarakat bersikap setuju (positif) terhadap kebijakan aparatur desa Sukoyoso dalam pemanfaatan pengalihan dana desa pada masa pandemi covid-19 dengan skor penilaian untuk aspek pemahaman program mendapat nilai rata-rata skor sebesar 3.16, penilaian untuk aspek tepat sasaran mendapat nilai rata-rata skor sebesar 3.14, penilaian untuk aspek tepat waktu mendapat nilai rata-rata skor sebesar 3.06, penilaian untuk aspek tercapainya tujuan mendapat nilai rata-rata skor sebesar 3.1. Hasil penelitian mengungkapkan bahwa sikap masyarakat setuju karena aparatur desa telah menjalankan kebijakan dengan sebagaimana mestinya yaitu melakukan verifikasi dan validasai kepada penerima bantuan, bantuan sudah tepat sasaran, tepat waktu, dan tercapainya tujuan. Kata Kunci : Sikap Masyarakat, Pandemi Covid-19, Kebijakan. ABSTRACT The Covid-19 pandemic has had an impact on many sectors in Indonesia, including village financial management. Efforts have been made by the government as a form of prevention and management of the impact of Covid-19 which can be seen by the issuance of Government Regulation in Lieu of Law No. 1 of 2020 states that village funds can be used, among other things, for BLT for the poor in villages and activities for handling the Covid-19 pandemic. The use of village funds in 2020 is based on Permendes PDTT No.r 11 of 2019 concerning priority use of village funds in 2020, prioritized to finance the implementation of programs and activities in the field of village development and empowerment of village communities. However, because in 2020 there was a Covid-19 pandemic which had a huge impact on the community's economy, including village communities, one of the ways to deal with the impact of the Covid-19 pandemic was by providing BLT. This assistance has caused a phenomenon in society since it was issued. Researchers are interested in studying more about how people's attitudes during the Covid-19 pandemic towards village apparatus policies in utilizing village fund transfers during a pandemic in Sukoyoso Village, Kec. Sukoharjo, Kab. Pringsewu. The purpose of this study was to find out the attitude of the people of Sukoyoso Village to agree or disagree with the policies of the Sukoyoso village apparatus in utilizing village fund transfers during the Covid-19 pandemic. This study used descriptive quantitative research and data collection techniques in this study used a Likert scale. The results of this study found that the attitude of the people of Sukoyoso Village, Kec. Sukoharjo, Kab. Pringsewu, from a total of 100 respondents, the community agreed (positively) with the policies of the Sukoyoso village apparatus in utilizing village fund transfers during the Covid-19 pandemic with an assessment score for the program understanding aspect getting an average score of 3.16, an assessment for the right target aspect getting the average score is 3.14, the assessment for the timely aspect gets an average score of 3.06, the assessment for the aspect of achieving goals gets an average score of 3.1. The results of the study revealed that the community's attitude agreed because the village apparatus had carried out the policy properly, namely verifying and validating the aid recipients, the assistance was right on target, on time, and the goals were achieved.
