Abstract

ABSTRAK Oleh AHMAD APANDI Pelaksanaan Pemilihan Kepala Desa ditengah Pandemi Covid-19 mengundang kekhawatiran masyarakat karena semakin tingginya tingkat terinfeksi virus Corona. Sebagian masyarakat menilai bahwa keputusan tersebut tidaklah tepat serta menganggap tidak mengutamakan Kesehatan keamanan bagi masyarakat. Metode yang digunakan dalam skripsi ini yaitu penelitian kualitatif secara lapangan (Field Study Research) yang bersifat deskriptif. Penelitian ini memiliki tujuan untuk mengetahui Partisipasi Politik Masyarakat dalam Pemilihan Kepala Desa Mulang Maya dan Strategi apa yang dipakai oleh Pihak Penyelenggara dalam mendorong Partisipasi Politik Masyarakat dimasa Pandemi Covid-19. Pada penelitian ini terdapat 9 Informan yang menggunakan metode pengambilan sampel yaitu Purposive Sampling. Metode pengumpulan data dalam penelitian ini melalui Observasi, Wawancara, dan Dokumentasi. Metode Analisis Data menggunakan Reduksi Data, Penyajian Data, dan Verifikasi Data. Dari hasil penelitian ini menunjukan bahwa Partisipasi Politik Masyarakat pada Pemilihan Kepala Desa Mulang Maya dimasa Pandemi Covid-19 tahun 2021 tetap tinggi, dari 4.069 Daftar Pemilih Tetap (DPT) yang ada jumlah suara pemilih yang hadir sebanyak 3.355 Suara dan mencapai Partisipasi Politik Masyarakat diangka 82% dengan penyelenggaraan Pemilihan Kepala Desa yang aman sesuai dengan Protokol Kesehatan baik dari Panitia Penyelenggara, Tempat Pemungutas Suara (TPS) maupun Peserta Pemilihan. Partisipasi Masyarakat dalam kampanye sendiri terbilang antusias dibeberapa Dusun. Terlebih lagi Partisipasi Masyarakat dalam tahap Pemungutan Suara. Adapun Strategi yang digunakan oleh pihak penyelenggara dalam mendorong Partisipasi Politik Masyarakat yaitu menggunakan indikator Pengenalan atau sosialisasi, dimana menunjukan bahwa untuk menumbuhkan Partisipasi Politik Masyarakat dalam Pilkades adalah dengan memperkenalkan Calon Kepala Desa yang akan bertarung dalam Pemilihan. Melakukan Sosialisasi mengenai Tata Pelaksanaan Pemilihan Kepala Desa di masa Pandemi Covid�19 melalui Spanduk atau Baliho yang terpasang dibeberapa titik dan sarana media sosial seperti Facebook, Whatsapp, dan sebagainya serta mengajak masyarakat untuk tetap menjalankan Protokol Kesehatan selama masa Pemilihan. Panitia penyelenggara serta masyarakat mampu beradaptasi dengan pandemi yang terjadi, sehingga adanya pandemi covid-19 pada saat pemilihan kepala desa tidak mempengaruhi secara signifikan pada tingkat partisipasi politik masyarakat. ABSTRACT By AHMAD APANDI The implementation of the Village Head Election in the midst of the Covid-19 Pandemic has invited public concern because of the higher rate of Corona virus infection. Some people consider that the decision is not right and consider that it does not prioritize health safety for the community. The method used in this thesis is qualitative field research (Field Study Research) which is descriptive. This study aims to determine the Political Participation of the Community in the Mulang Maya Village Head Election and what strategies are used by the Organizers in encouraging Community Political Participation during the Covid-19 Pandemic. In this study, there were 9 informants who used the sampling method, namely Purposive Sampling. Data collection methods in this study through Observation, Interviews, and Documentation. Data Analysis Method uses Data Reduction, Data Presentation, and Data Verification. From the results of this study, it shows that Community Political Participation in the Mulang Maya Village Head Election during the Covid-19 Pandemic in 2021 remains high, from 4,069 Permanent Voter Lists (DPT) where there were 3,355 voter votes present and achieved Community Political Participation of 82% by holding a safe Village Head Election in accordance with the Good Health Protocol of the Organizing Committee, Polling Stations (Polling Stations) and Election Participants. Community participation in the campaign itself is fairly enthusiastic in several hamlets. Moreover, Community Participation in the Voting stage. The strategy used by the organizers in encouraging Community Political Participation is to use the Introduction or socialization indicator, which shows that to grow Community Political Participation in the Pilkades is to introduce Village Head Candidates who will compete in the election. Conducting Socialization regarding the Implementation of Village Head Elections during the Covid-19 Pandemic through Banners or Billboards installed at several points and social media facilities such as Facebook, Whatsapp, and so on and inviting the public to continue to carry out Health Protocols during the Election period. The organizing committee and the community were able to adapt to the pandemic that occurred, so that the COVID-19 pandemic during the village head election did not significantly affect the level of political participation of the community.
