Abstract

ABSTRAK Dengan ditetapkannya Peraturan Menteri Desa Pembangunan daerah Tertinggal dan Transmigrasi Nomor 19 Tahun 2017 tentang penetapan prioritas penggunaan Dana Desa Tahun 2018 diprioritaskan untuk membiayai Padat Karya Tunai Desa. Hal ini merupakan bagian dari upaya pemerintah dalam memberikan pengendalian, pembinaan dan petunjuk dalam pengelolaan kegiatan Dana Desa bisa tepat sasaran sehingga bisa mencapai tujuan dari Padat Karya Tunai Dana Desa. Secara teknis Pemerintah Desa mengutamakan pemanfaatan SDA, SDM beserta teknologi lokal untuk memberikan tambahan pendapatan, megurangi tingkat kemiskinan, dan meningkatkan kesejahteraan masyarakat Desa. Metode Penelitian skripsi ini menggunakan pendekatan kualitatif deskriptif dengan metode pengumpulan data melalui observasi, wawancara dan dokumentasi. Penelitian yang digunakan oleh penulis dalam kajian ini adalah penelitian secara langsung atau disebut dengan penelitian lapangan (field research), yaitu penelitian yang dilakukan pada masyarakat yang sebenarnya demi menemukan fakta-fakta yang ada pada masyarakat mengenai masalah-masalah yang terjadi. Dalam hal ini peneliti dalam mengumpulkan data yang valid, peneliti meneliti langsung dari lokasi penelitian yang berkaitan dengan masalah tersebut yaitu di Desa Cipta Mulya Kecamatan Kebun Tebu Kabupaten Lampung Barat. Hasil penelitian menggambarkan bahwa efektivitas program Padat Karya Tunai belum cukup dikatakan efektif dikarenakan menurut data yang diperoleh terdapat penurunan dalam tiga tahun terakhir sehingga tidak mencapai goals approach sebagai tolak ukur ke efektivitasan dimana perealisasian pembangunan dialihkan pada penanganan Covid-19 berupa bantuan BLT, dalam Pelaksanaan untuk pemberdayaan masyarakat dikatakan cukup efektif Dimana hal tersebut dapat diuraikan melalui kejelasan tujuan yang ingin dicapai, strategi pencapaian tujuan, proses analisis dan perumusan kebijakan, perencanaan yang matang, penyusunan program yang tepat, tersedianya sarana dan pra sarana kerja, pelaksanaan yang efektif dan efisien, serta sistem pengawasan dan pengendalian yang bersifat mendidik. Sedangkan dalam perspektif ekonomi islam hal ini sesuai dengan nilai-nilai dasar dari ekonomi islam yaitu kepedulian, keadilan, kesamaan. Kata Kunci: Padat Karya Tunai, Dana Desa, Pemberdayaan ii ABSTRACT With the stipulation of the Regulation of the Minister of Villages for Development of Disadvantaged Regions and Transmigration Number 19 of 2017 concerning setting priorities for the use of Village Funds for 2018 to finance Village Cash Work Intensive. There is part of the government's efforts to provide control, guidance and guidance in managing Village Fund activities so that they can achieve the objectives of the Village Fund Cash Work Intensive. Technically the Village Government prioritizes using natural resources, human resources and local technology to provide additional income, reduce poverty levels, and improve the welfare of the village community. The research method of this thesis uses a descriptive qualitative approach with data collection methods through observation, interviews, and documentation. The research used by the authors in this study is direct research or reference field research, namely research conducted in actual communities to find facts that exist in the community regarding the problems that occur. In this case, researchers in collecting valid data, researchers examined directly from research locations related to this problem, namely in Cipta Mulya Village, Kebun Tebu District, West Lampung Regency. The results of the study illustrate that the effectiveness of the Cash Labor Intensive program is not sufficiently effective because accord to the data obtained, there has been a decline in the last three years it does not reach the goals approach as a measure of effectiveness where the realization of development diverted to handling Covid-19 in the form of BLT assistance, in the implementation of community empowerment said to be quite effective. PKT is described through the clarity of the goals to be archived, strategies for achieving goals, the process of analysis and formulation of policies, careful planning, preparation of appropriate programs, availability of work facilities and infrastructure, effective and efficient efficient implementation, and educational supervision and control system. Whereas in the perspective of Islamic economics this is in accordance with the basic values of Islamic economics, namely caring, justice, equality.
