Abstract

ABSTRAK Seiring dengan arus globalisasi yang membawa perkembangan teknologi informasi dan komunikasi membuat kebutuhan masyarakat semakin berkembang pula. Seperti Melalui hal pelayanan publik, masyarakat tentu saja menginginkan pelayanan yang lebih cepat, tepat dan transparan. Oleh karena itu, untuk menciptakan pelayanan publik berkualitas yang didukung dengan teknologi informasi dan komunikasi, pemerintah Indonesia telah mengeluarkan kebijakan dan strategi nasional pengembangan Undang-Undang Nomor 22 Tahun 2009 melalui Instruksi Presiden Nomor 3 Tahun 2003 tentang kebijakan dan strategi nasional pengembangan Undang-Undang Nomor 22 Tahun 2009 Indonesia, yaitu pemanfaatan teknologi komunikasi dan informasi Melalui proses pemerintahan yang dapat meningkatkan efisiensi & efektifitas serta penyelenggaraan pemerintahan dengan memanfaatkan teknologi informasi secara optimal dan Undang-Undang Republik Indonesia Nomor 22 Tahun 2009 Tentang Lalu Lintas Dan Angkutan Jalan, Penelitian ini berisitentang Efektivitas implementasUndang-Undang Nomor 22 Tahun 2009melalui sistem E-Tilang pada Satuan polisi lalu lintas Polresta Bandar Lampung beserta kendala Melalui penerapannya. Tujuan dari penelitian ini adalah untuk mengetahui Implementasi Undang-Undang Nomor 22 Tahun 2009 Melalui Sistem E-Tilang Pada Satuan Polisi Lalu Lintas Polisi Resor Kota Bandar Lampung Dalam PerspektifFiqh Siyasah, Jenis dan metode penelitian ini tergolong penelitian lapangan (field research), yang bersifat deskriptif analisis yaitu penelitian yang menuturkan dan menguraikan data yang bersumber dari data primer melalui wawancara, observasi, maupun pustaka. Dan berupa sumber hukum Islam, dan peraturan perundang-undangan. Data-data yang didapat kemudian sebagai rujukan untuk selanjutnya dianalisa secara sistematis, kemudian dikelola secara metode deduktif yaitu metode menganalisa data dengan cara dari data yang bersifat umum ditarik kesimpulan yang bersifat khusus. Berdasarkan hasil dan temuan dari penelitian mengenai Implementasi Undang�Undang Nomor 22 Tahun 2009 Melalui Sistem E-Tilang Pada Satuan Polisi Lalu Lintas Polisi Resor Kota Bandar Lampung Dalam PerspektifFiqh Siyasah, Hal ini sejalan pula dengan hukum Islam karena implementassistem e-tilang ini merupakan bentuk ketaatan masyarakat kepada Ulil Amri (pemimpin) untuk memelihara keamanan dan ketertiban masyarakat, menegakkan hukum serta memberikan perlindungan, pengayoman, dan pelayanan kepada masyarakat. In terms of public services, people naturally want faster services, precise and transparent. Therefore to create quality public services supported by information and communication technology, the Indonesian government has issued a national policy and strategy for Undang-Undang Nomor 22 Tahun 2009development through Presidential Instruction Number 3 of 2003 concerning national policies and strategies for the development of Undang-Undang Nomor 22 Tahun 2009Indonesia, namely the use of communication and information technology in government processes that can improve efficiency & effectiveness and administration by utilizing information technology optimally and Law of the Republic of Indonesia Number 22 of 2009 concerning Road Traffic and Transportation, This research contains the effectiveness of the application of Undang-Undang Nomor 22 Tahun 2009through the E-Tilang system in the traffic police unit of the Bandar Lampung Police and obstacles in its application. The purpose of this study is to determine the application of Undang-Undang Nomor 22 Tahun 2009through the E-Tilang system in the Bandar Lampung police traffic police unit, the application of Undang-Undang Nomor 22 Tahun 2009through the E-Tilang system in the Bandar Lampung police traffic police unit in the perspective of Fiqh siyasah, This type and method of research is classified as field research which is descriptive analysis, namely research that describes and describes data sourced from primary data through interviews, observations, and libraries. And in the form of sources of Islamic law, and laws and regulations. The data obtained then as a reference to be further analyzed systematically, then managed in a deductive method, namely the method of analyzing data by means of general data drawn conclusions of a special nature. Based on the results and findings of research on the review of fiqh siyasah on the application of Undang-Undang Nomor 22 Tahun 2009 through the E-Tilang system in the city of Bandar Lampung has been running well and no one violates the rules of Islamic law or fiqh siyasahThis is also in line with Islamic law because the implementation of the e-LTE system is a form of community obedience to Ulil Amri (leader) to maintain public security and order, enforce the law and provide protection, protection, and services to the community.
