Abstract

ABSTRAK Penerapan prinsip good governance dapat dijadikan sebagai bagian dari upaya penerapan prinsip demokrasi dalam pelayanan publik, melihat dari kondisi pelayanan publik yang saat ini dimana good governance harus dipraktekkan untuk mencapai tujuan organisasi. Aplikasi mobile JKN diluncurkan oleh BPJS Kesehatan dengan tujuan mengurangi permasalahan pelayanan yang lamban dan panjang antrean yang berkepanjangan sehingga menyebabkan kurang maksimalnya pelayanan yang diberikan kepada masyarakat. Penerapan prinsip good governance dalam penyelenggaraan pelayanan merupakan suatu perwujudan dari tujuan dan cita-cita bangsa yaitu menciptakan pelayanan yang efesien, efektif, bertanggungjawab dan bebas dari Pratik Korupsi, Kolusi, Nepotisme (KKN). Penelitian ini menggunakan teori UNDP, dengan indikator: partisipasi, aturan hukum, transparansi, daya tanggap, berorientasi konsensus, berkeadilan, efektif dan efisien, akuntabilitas, visi strategis. Jenis penelitian yang digunakan adalah penelitian lapangan (field research) dengan pendekatan deskriptif kualitatif. Teknik pengumpulan data dan informasi menggunakan teknik wawancara, observasi dan dokumentasi. Hasil penelitian ini menunjukkan bahwa penerapan prinsip good governance pada aplikasi mobile JKN di Kota Bandarlampung cukup optimal, dilihat dari terselenggaranya prinsip aturan hukum, tranparansi, responsif, berorientasi konsensus, berkeadilan, efektif dan efisien dan akuntabilitas. Dan faktor pendukung terwujudkan prinsip good governance adalah sumber daya manusia dan sarana prasanan yang menunjang pelayanan pada aplikasi mobile JKN. Kata kunci: Prinsip good governance, Mobile JKN,Pelayanan Publik. ABSTRACT The application of the principle of good governance can be used as part of efforts to apply democratic principles in public services, looking at the current conditions of public services where good governance must be practiced to achieve organizational goals. The JKN mobile application was launched by BPJS Kesehatan with the aim of reducing slow service problems and prolonged queue lengths, causing the lack of maximum services provided to the community. The application of the principle of good governance in the implementation of services is a manifestation of the nation's goals and ideals, namely creating services that are efficient, effective, responsible and free from the Pratik Corruption, Collusion, Nepotism (KKN). This research uses UNDP theory, with indicators: participation, rule of law, transparency, responsiveness, consensus�oriented, fair, effective and efficient, accountability, strategic vision. The type of research used is field research with a qualitative descriptive approach. Data and information collection techniques using interview, observation and documentation techniques. The results of this study show that the application of the principle of good governance in the JKN mobile application in Bandarlampung City is quite optimal, judging from the implementation of the principles of the rule of law, transparency, responsiveness, consensus-oriented, fair, effective and efficient and accountability. And the supporting factors realized by the principle of good governance are human resources and infrastructure that support services in the JKN mobile application.
