Abstract

ABSTRAK Desa Kalirejo Kecamatan Kalirejo ada BPNT sejak tahun 2018.BPNT merupakan sebuah bantuan pemerintah berupa Bantuan Non Tunai yang diberikan setiap bulan berupa sembako dan diberikan melalui rekening elektronik yang dipertukarkan melalui e-warung. Namun dalam pelaksanaan programnya terdapat beberapa masalah diantaranya: beras yang diterima kurang layak untuk dikonsumsi, penerimaan bantuan sering terlambat, adanya masyarakat miskin yang masih belum mendapatkan bantuan dan ada KPM yang sudah mampu tetapi masih menerima bantuan. Tujuan Penelitian adalah Untuk mengetahui efektivitas Bantuan Pangan Non Tunai (BPNT) di Desa Kalirejo Kecamatan Kalirejo Kabupaten Lampung Tengah dan untuk mengetahui evektivitas program Bantuan Pangan Non Tunai terhadap kesejahteraan masyarakat di Desa Kalirejo Kecamatan Kalirejo Kabupaten Lampung Tengah dalam perspektif ekonomi islam.Penelitian ini termasuk penelitian lapangan (field research), Metode penelitian dalam penelitian ini adalah metode kualitatif, data primer diperoleh dari hasil wawancara dan observasi dan data sekunder diperoleh dari dokumentasi. Subjek dalam penelitian ini sebanyak 89 Keluarga Penerima Manfaat Desa Kalirejo Hasil penelitian ini berdasarkan teori yang dikemukakan oleh Duncan bahwa program BPNT di Desa Kalirejo belum efektif dikarenakan indikator yang dikemukakan oleh Duncan belum terlaksana dengan baik di lapangan. Indikator pencapaian tujuan belum terlaksana dengan baik dikarenakan kurun waktu penyaluran dana yang terlambat diterima oleh KPM. Sasaran program BPNT juga tidak tepat masih banyak warga miskin yang belum menerima bantuan tersebut.Sosialisasi yang dilaksanakan juga belum efektif. Efektivitas program BPNT dalam meningkatkan kesejahteraan masyarakat dalam perspektif ekonomi islam belum memenuhi sesuai dengan sifat wajib bagi Rasulallah SAW. Dari empat sifat wajib Rasulallah hanya satu yang terpenuhi yaitu fatanah, dalam hal ini KPM Bantuan Pangan Non Tunai sudah memahami terkait prosedur penerimaan BPNT. Kata Kunci: Bantuan Pangan Non Tunai, Kesejahteraan Masyarakat, Keluarga Penerima Manfaat. ABSTRACT Kalirejo Village, Kalirejo District, has had a BPNT since 2018. BPNT is a government assistance in the form of Non-Cash Assistance which is given every month in the form of groceries and is given through electronic accounts which are exchanged through e-warongs. However, in the implementation of the program there are several problems including: the rice received is not suitable for consumption, the receipt of assistance is often late, there are poor people who have not yet received assistance and there are beneficiaries who are already able but still receive assistance. The research objective was to determine the effectiveness of the Non-Cash Food Assistance (BPNT) in Kalirejo Village, Kalirejo District, Central Lampung Regency and to determine the effectiveness of the Non-Cash Food Assistance program for the welfare of the people in Kalirejo Village, Kalirejo District, Central Lampung Regency in an Islamic economic perspective. This research includes field research. The research method in this study is a qualitative method, primary data obtained from interviews and observations and secondary data obtained from documentation. The subjects in this study were 89 Beneficiary Families in Kalirejo Village The results of this study are based on the theory put forward by Duncan that the BPNT program in Kalirejo Village has not been effective because the indicators put forward by Duncan have not been implemented properly in the field. Indicators of goal attainment have not been implemented properly due to the delay in the distribution of funds by KPM. The target of the BPNT program is also not appropriate, there are still many poor people who have not received this assistance. The socialization carried out was also not effective. The effectiveness of the BPNT program in improving people's welfare in an Islamic economic perspective has not met the mandatory nature of Rasulullah SAW. Of the four mandatory characteristics of Rasulullah SAW, only one was fulfilled, namely fatahan, in this case KPM Non-Cash Food Assistance already understands the procedure for receiving BPNT.
