Abstract

ABSTRAK Alasan penulis memilih judul penelitian ini Karena masih banyaknya anak terlantar yang masih belum mendapatkan hak kesejateraan dan perlindungan hukum dimana anak yang seharusnya sekolah, bermain dengan anak seusianya Sesuai dengan Undang�Undang No.35 Tahun 2014 tentang perlindungan anak Pasal (1) Anak Terlantar adalah Anak yang tidak terpenuhi kebutuhannya secara wajar, baik fisik, mental, spiritual, maupun sosial dan Hak Anak adalah bagian dari hak asasi manusia yang wajib dijamin, dilindungi, dan dipenuhi oleh Orang Tua, Keluarga, masyarakat, negara, pemerintah, dan pemerintah daerah dan pada umumnya anak jalanan yang terlantar merupakan bentuk realisasi yang belum maksimal dari pemenuhan hak dan pemberian kebutuhan yang terabaikan bagi anak�anak jalanan baik dari segi perlindungan hukum maupun hak kesejahteraannya, terutama kebutuhan pokok sebagai seseorang anak yaitu kebutuhan akan pangan, kesehatan dan pendidikan seperti anak pada umumnya. Permasalahan dalam penelitian ini yaitu Bagaimana evaluasi implementasi program pembinaan anak terlantar di unit pelaksanaan teknis daerah pelayanan sosial asuhan anak (UPTD PSAA) Budi Asih di Bandar Lampung. Penelitian ini bertujuan untuk mengetahui evaluasi implementasi program pembinaan anak terlantar di unit pelaksanaan teknis daerah pelayanan sosial asuhan anak (UPTD PSAA) Budi Asih di Bandar Lampung. Metode yang digunakan dalam penelitian ini yaitu metode kualitatif dengan berpikir induktif. Penelitian ini menggunakan teknik pengumpulan data observasi, wawancara dan dokumentasi. Data primer diperoleh langsung dari responden mengenai program pembinaan anak terlantar, sedangkan data sekunder berupa berupa artikel, buku penunjang penelitian, referensi, jurnal dan situs di internet yang berkaitan dengan apa yang dilakukan dalam penelitian, serta informasi lainnya yang tidak secara langsung mempunyai wewenang dan informasi padanya. Hasil penelitian menunjukkan bahwa peneitian ini menggunakan teori Nurcholis, bahwa implementasi program Pembinaan UPTD PSAA Budi Asih kepada Anak-Anak Terlantar di Kota Bandar Lampung belum berjalan efektif dimana aspek masih memiliki kekurangan instruktur untuk kegiatan pelatihan. Adapun kendala lainnya kurangnya pekerja sosial yang benar-benar pekerja sosial sekitar 2 orang 1 orang perempuan dan 1 orang laki-laki, sedangkan anak anak di UPTD PSAA Budi Asih, 50 orang. Kegiatan pembinaan anak terlantar ini dapat dikatakan belum tepat sasaran meskipun dari kebijakan ini sendiri sudah jelas kegiatan pelaksanaan pembinaan tersebut ditargetkan untuk anak terlantar. Evaluasi implementasi program dilihat dari aspek kinerja menunjukkan belum optimalnya tingkat kemampuan ataupun kapabilitas para petugas UPTD PSAA Budi Asih Kota Bandar Lampung dalam memahami prosedur pelayanan maupun pemahaman profesi pekerjaan sosial hingga membawa dampak pada pencapaian kinerja pelayanan. Hal ini tampak dari berbagai kendala yang dihadapi para petugas dalam melaksanakan tahapan-tahapan kegiatan pelayanan di UPTD PSAA Budi Asih Kota Bandar Lampung, maka belum dapat mewujudkan fungsi-fungsi UPTD PSAA Budi Asih Kota Bandar Lampung secara optimal. The problem in this research is how to evaluate the implementation of the neglected child development program in the Budi Asih Child Care Social Service Regional Technical Implementation Unit (UPTD PSAA) in Bandar Lampung. This study aims to determine the evaluation of the implementation of the neglected child development program at the Budi Asih Child Care Social Service Area Technical Implementation Unit (UPTD PSAA) in Bandar Lampung. The method used in this study is a qualitative method with inductive thinking. This study used observation data collection techniques, interviews and documentation. Primary data was obtained directly from respondents regarding the neglected child development program, while secondary data was in the form of articles, books supporting research, references, journals and sites on the internet related to what was done in research, as well as other information that was notdirectly has the authority and information to him. The results of the study show that this research uses Nurcholis' theory, that the implementation of the UPTD PSAA Budi Asih Development program for abandoned children in Bandar Lampung City has not been effective where aspects still have a shortage of instructors for training activities. The other obstacle is the lack of social workers who are really social workers, around 2 people, 1 woman and 1 man, while the children at UPTD PSAA Budi Asih, 50 people. It can be said that the fostering activities for neglected children have not been on target even though from the policy itself it is clear that the implementation activities for fostering are targeted for neglected children. Evaluation of program implementation seen from the performance aspect shows that the level of ability or capability of UPTD PSAA Budi Asih Bandar Lampung City officers is not yet optimal in understanding service procedures and understanding of the social work profession so that it has an impact on achieving service performance. This can be seen from the various obstacles faced by officers in carrying out the stages of service activities at UPTD PSAA Budi Asih Bandar Lampung City, so they have not been able to realize the functions of UPTD PSAA Budi Asih Bandar Lampung City optimally Keywords: evaluation implementation, development of neglected children.
