Abstract

ABSTRAK Permasalahan yang sedang dihadapi di Biro Pengadaan Barang dan Jasa Sekretariat Daerah Provinsi Lampung pada umumnya pegawai masih kurang mematuhi peraturan kedisiplinan, bentuk pelanggaran yang sering dilakukan yaitu seringkali tidak masuk kerja sehingga dapat menghambat kelancaran dalam bekerja. Sehingga timbul lah yang disebut patologi birokrasi, yang makin hari makin menjadi-jadi. Rumusan pada penelitian ini yaitu: (1) Bagaimana implementasi pasal 3 PP Nomor 94 Tahun 2021 Tentang Disiplin Pegawai Negeri Sipil di Biro Pengadaan Barang dan Jasa Sekretariat Daerah Provinsi Lampung? (2) Bagaimana tinjauan fiqh siyasah tanfidziyah terhadap implementasi Pasal 3 PP Nomor 94 Tahun 2021 Tentang Disiplin Pegawai Negeri Sipil di Biro Pengadaan Barang dan Jasa Sekretariat Daerah Provinsi Lampung? Tujuan Penelitian ini adalah (1) Untuk mengetahui implementasi pasal 3 PP Nomor 94 Tahun 2021 Tentang Disiplin Pegawai Neger Sipil di Biro Pengadaan Barang dan Jasa Sekretariat Daerah Provinsi Lampung (2) Untuk mengetahui fiqh siyasah tanfidziyah terhadap implementasi Pasal 3 PP Nomor 94 Tahun 2021 Tentang Disiplin Pegawai Negeri Sipil di Biro Pengadaan Barang dan Jasa Sekretariat Daerah Provinsi Lampung. Penelitian ini merupakan penelitian lapangan (field research) dan sifat penelitiannya deskriptif, sumber datanya berasal dari hasil penelitian lapangan dan kepustakaan. Adapun tehnik pengumpulan data dilakukan dengan wawancara observasi, dan dokumentasi, kemudian analisa data dilakukan dengan penyajian data, reduksi data, dan penyajian hasil penelitian. Hasil penelitian mengemukakan bahwa implementasi Pasal 3 PP Nomor 94 Tahun 2021 Tentang Disiplin Pegawai Neger Sipil di Biro Pengadaan Barang dan Jasa Sekretariat Daerah Provinsi Lampung telah dilaksanakan sejak peraturan tersebut diberlakukan. Namun pada kenyataannya peraturan tersebut belum optimal dilaksanakan karena masih ada beberapa ASN di Biro Pengadaan Barang dan Jasa Sekretariat Daerah Provinsi Lampung yang masih melakukan pelangaran disiplin, khususnya terhadap jam kerja. tinjauan fiqh siyasah tanfidziyah terhadap implementasi Pasal 3 PP iii Nomor 94 Tahun 2021 Tentang Disiplin Pegawai Neger Sipil di Biro Pengadaan Barang dan Jasa Sekretariat Daerah Provinsi Lampung belum sesuai dengan siyasah tanfidziyah yang amanah dan tanggung jawab. Hal ini terbukti karena masih ada ASN yang datang terlambat, bolos kerja, dan melakukan pelanggaran. Kata Kunci: Fiqh Siyasah Tanfidziyah, Peraturan Pemerintah, Disiplin. iv ABSTRACT The problems being faced at the Bureau of Procurement of Goods and Services of the Regional Secretariat of Lampung Province in general, employees still do not comply with disciplinary regulations, the most common form of violation is that they often do not come to work so that it can hinder the smooth running of work. So that what is called bureaucratic pathology arises, which is getting worse day by day. The formulation of this research is: (1) How is the implementation of article 3 PP Number 94 of 2021 Concerning Civil Servant Discipline at the Bureau of Procurement of Goods and Services of the Regional Secretariat of Lampung Province? (2) How is fiqh siyasah tanfidziyah's review of the implementation of Article 3 PP Number 94 of 2021 Concerning Civil Servant Discipline at the Bureau of Procurement of Goods and Services of the Regional Secretariat of Lampung Province? The aims of this research are (1) to find out the implementation of article 3 PP Number 94 of 2021 concerning Civil Servant Discipline at the Bureau of Procurement of Goods and Services of the Regional Secretariat of Lampung Province (2) to find out fiqh siyasah tanfidziyah regarding the implementation of Article 3 PP Number 94 of 2021 concerning Civil Servant Discipline at the Bureau of Procurement of Goods and Services of the Regional Secretariat of Lampung Province. This research is a field research and the nature of the research is descriptive, the source of the data comes from the results of field research and literature. The technique of data collection is done by interviewing observation and documentation, then data analysis is done by presenting data, reducing data, and presenting research results. The results of the study suggest that the implementation of Article 3 PP Number 94 of 2021 Concerning Civil Servant Discipline at the Bureau of Procurement of Goods and Services of the Regional Secretariat of Lampung Province has been carried out since the regulation was enacted. However, in reality these regulations have not been implemented optimally because there are still several civil servants in the Bureau of Procurement of Goods and Services of the v Regional Secretariat of Lampung Province who are still violating discipline, especially regarding working hours. fiqh siyasah tanfidziyah review of the implementation of Article 3 PP Number 94 of 2021 Concerning Civil Servant Discipline at the Bureau of Procurement of Goods and Services of the Regional Secretariat of Lampung Province is not in accordance with siyasah tanfidziyah which is trustworthy and responsible.
