Abstract

ABSTRAK Pemerintah terus mendorong penggunaan pupuk yang efisien melalui berbagai kebijakan meliputi aspek teknis penyediaan dan distribusi atau harga melalui subsidi. Kebijakan subsidi dan distribusi pupuk yang telah diterapkan mulai dari tahap perencanaan kebutuhan penetapan Harga Eceran Tertinggi (HET), besaran subsidi hingga sistem distribusi ke pengguna pupuk sudah cukup komprehensif Distribusi ditinjau dari segi bahasa adalah proses penyimpanan dan penyaluran produk kepada pelanggan, antaranya sering kali melalui perantara. Pupuk bersubsidi merupakan pupuk yang pengadaan dan penyaluran mendapatkan subsidi dari pemerintah untuk kebutuhan petani yang dilaksanakan atas dasar program pemerintah Kelompok tani adalah kumpulan petani, peternakan, perkebunan yang di bentuk atas dasar persaam kondisi lingkungan (sosial ekonomi, sumber daya) dan meningkatkan keakaraban rasa sosial masyarakat serta meningakatkan dan mengembangakn usaha anggota. Permasalahan yang diangakat dalam penelitian ini adalah bagaimana peran Distribusi pupuk subsidi dalam Meningkatkan Kesejahteraan kelompok Karya tani di Desa Endang Rejo Kecamatan Seputih Agung Kabupaten Lampung Tengah, dan bagaimana peranan Distribusi pupuk subsidi dalam Meningkatkan kesejahteraan Kelompok Karya tani Desa Endang Rejo dalam sudut pandang Ekonomi Islam. Tujuan penelitian ini adalah untuk mengetahui peran distrsibudi pupuk subsidi dalam meningkatkan kesejahteraan Kelompok Karya Tani Desa Endang Rejo Kecamatan Seputih Agung Kabupaten Lampung Tengah dan untuk mengetahui Peran Distribusi pupuk Subisi dalam meningkatkan kesejahteraan Kelompok Karya Tani perspektif Ekonomi Islam. Metode penelitian ini adalah dengan menggunakan pendekatan kualitatif yang bersifat penelitian lapangan (fiel researc) dan bersifat deskritif analitik. Penelitian ini termasuk penelitain populasi karena seluruh jumlah populasi dijadikan sampel yakni 45 responden. Metode pengumpulan data dalam penelitian ini adalah menggunakan Teknik pengumpulan data menggunakan metode observasi wawancara, dan dokumentasi. Hasil penelitian ini adalah peran distribusi pupuk subsidi yang dilakukan oleh kelompok karya tani sesuai dengan strategi dan Langkah-langkah pengembangan dan dan kesejahteraan kelompok tani yang mencakup peran pelatiha SDM, Pendanaan, pemasaran pendampingan serta pengawasan yang dilakukan oleh kelompok karya tani terhadap seluruh aggota tani. Walapun dalam beberpa kegiatan distribusi belum berjalan dengan baik dan optimal. Sedangkan dalam padangan ekonomi syariah upaya yang dilakukan oleh kelompok karya tani ini sudah dilakukan dengan baik tetapi hanya sampai pada pemenuhan kebutuhan primer banykan pemenuhan kebutuhan sekunder dan sedangkan kebutuhan tersier menunaikan rukun islam yang lima yaitu ibadah haji belumbisa terpenuihi. kelompok tani tetap menjalankan proses distribusi pupuk subsidi, dengan hukum Islam, mengenai prinsip distribusi sesuai syarat Islam khususnya pada prinsip kebebasan dan keadilan. The purpose of this study was to determine the role of the distribution of subsidized fertilizers in improving the welfare of the Karya Tani Group in Endang Rejo Village, Seputih Agung District, Central Lampung Regency and to determine the role of distribution of subsidized fertilizer in improving the welfare of the Karya Tani Group from an Islamic Economic perspective. This research method is to use a qualitative approach that is field research (field research) and analytic descriptive in nature. This research includes population research because the entire population is used as a sample, namely 45 respondents. The data collection method in this study was to use data collection techniques using observation, interviews and documentation. The results of this study are the role of the distribution of subsidized fertilizers carried out by the working group of farmers in accordance with the strategy and steps for the development and welfare of the farmer groups which include the role of HR training, funding, marketing assistance and supervision carried out by the working group for all farmer members. Although in some distribution activities have not run well and optimally.
