Abstract

ABSTRACT Candidates for regional heads departing from individual lines have begun to appear since 2006 before government regulations existed. The problem that exists in metro cities is the role of the KPU to inform the public in regional elections not only candidates who have the support of the party but, independent lines also have the right to run and be elected as candidates for Mayor and deputy Mayor. As in the formulation of the problem of how the duties and authorities of the KPU (General Election Commission) of metro cities in the admission of candidates for Mayor and deputy Mayor of individual lines in 2020 and how fiqh siyasah reviews the duties and authorities of the KPU (General Election Commission) of metro cities in the admission of candidates for Mayor and deputy Mayor of individual lines in 2020. This type of research is field research, the nature of this research is descriptive quality, the source of data used by researchers is primary data and skunder data. Data collection techniques are carried out with interviews and documentation. Data management techniques in this study are data inspection, data systematization, and data analysis procedures. With the purpose of the study to describe the fiqh siyasah review of the duties and authorities of the KPU (General Election Commission) of metro cities in the admission of candidates for Mayor and deputy Mayor of individual lines in 2020, and to describe what factors are obstacles in the acceptance of candidates for Mayor and deputy Mayor of individual lines in 2020. The results of the study stated that the KPU has the task and authority to plan and prepare for the implementation of elections, lead the stages of election activities, and evaluate the election system. Based on the observations made by the authors, KPU Metro has carried out its duties and duties well although there must be several things that must be considered from the socialization and technical guidance in the acceptance of candidates for Mayor and Deputy Mayor of individual lines in 2020. The task and authority of the KPU in verifying political parties participating in elections in Indonesia, in the effectiveness of fiqh siyasah, does not conflict with Islamic values that prioritize deliberation, justice and equality. It is concluded that fiqh Siyasah Tanfidziyah is a science that studies the affairs of the people and the state with all forms of laws, arrangements, and wisdom made by the holders of power.
