Abstract

ABSTRAK IMPLEMENTASI PERATURAN MENTERI KOPERASI UMKM NOMOR 6 TAHUN 2020 TERHADAP PENGEMBANGAN USAHA JUAL BELI KOPI (Studi di Kecamatan Sumber Jaya Kabupaten Lampung Barat) Oleh Siti Aminah Peraturan Menteri Koperasi, Usaha Kecil dan Menengah Republik Indonesia Nomor 6 Tahun 2020 Tentang Pedoman Umum Penyaluran Bantuan Produktif Usaha Mikro (BPUM) Untuk Mendukung Pemulihan Ekonomi Nasional dalam Rangka Menghadapi Ancaman yang Membahayakan Perekonomian Nasional serta Penyelematan Ekonomi Nasional pada Masa Pandemi Corona Virus Disease 2019 (Covid-19). Tujuan dari adanya program Bantuan Produktif Usaha Mikro (BPUM ) yang diberikan kepada pelaku Usaha Mikro untuk menjalankan usaha ditengah krisis akibat pandemi Corona Virus Disease 2019 (Covid-19) dalam rangka Program Pemulihan Ekonomi Nasional (PEN). Penelitian ini menggunakan metode peneletian kualitatif dengan jenis penelitian field reaserch dan sifat penelitian deskriptif. Dalam penelitian ini menggunakan teori Implementasi Kebijakan Publik Generasi III (hybrid) dari Ripley, Randall B dan Grace A. Franklin dengan 3 indikator yaitu Tingkat kepatuhan pada kebijakan, Lancarnya pelaksanaan fungsi rutinitas lembaga, dan hasil dan dampak kebijakan. Berdasarkan pada analisis yang dilakukan peneliti maka hasil penelitian adalah Indikator pertama yang dilihat dari proses pendaftaran, pengusulan dan penyaluran berjalan sesuai dengan kebijakan yang dibuat tanpa adanya masalah dalam prosesnya. Indikator kedua dilihat dari Lembaga yang terlibat yaitu Kementrian Koperasi Usaha Mikro Kecil dan Menengah Republik Indonesia, Dinas Koperasi Usaha Mikro Kecil Dan Menengah Provinsi Lampung, Dinas Koperasi Perindustrian dan Perdagangan Kabupaten Lampung Barat, Kecamatan Sumber Jaya, Desa Tugu Sari, dan Desa Sukapura, Bank Rakyat Indonesia (BRI) dan Bank Negara Indonesia (BNI). Dan dari lembaga tersebut sudah melakukan tugas dan fungsinya sesuai dengan kebijakan. Indikator ketiga yaitu hasil dan dampak kebijakan, dari dua klasifikasi usaha mikro dan kecil terdapat masalah pertama dari segi penggunaan dana iv bantuan dimana masih ada pelaku usaha yang tidak menggunakan bantuan tersebut sesuai dengan tujuan kebijakan dan dari 5 narasumber hanya satu narasumber yang usahanya mengalami perubahan setelah mendapatkan Bantuan Produktif Usaha Mikro (BPUM). Dampak dari Program Bantuan Produktif Usaha Mikro dalam mengembangkan Usaha Kopi akan terlihat ketika tujuan dari program tersebut tercapai. Maka dapat disimpulkan bahwa Program Bantuan Produktif Usaha Mikro (BPUM) belum mampu memberikan dampak terhadap pengembangan usaha kopi di Kecamatan Sumber Jaya pada masa pandemi covid-9 tahun 2021. ABSTRACT IMPLEMENTATION OF REGULATION OF THE MINISTER OF COOPERATIVE SMEs NUMBER 6 YEAR 2020 ON DEVELOPMENT COFFEE BUYING BUSINESS (Study in Sumber Jaya District, West Lampung Barat) By Siti Aminah Regulation of the Minister of Cooperatives, Small and Medium Enterprises of the Republic of Indonesia Number 6 of 2020 concerning General Guidelines for Distribution of Productive Assistance for Micro Enterprises (BPUM) to Support National Economic Recovery in Facing Threats That Endanger the National Economy and Rescue the National Economy during the 2019 Corona Virus Disease Pandemic ( Covid-19). The purpose of the (BPUM) program is given to Micro Business actors to run a business amidst the crisis due to the Corona Virus Disease 2019 (Covid-19) pandemic within the framework of the National Economic Recovery Program . This study uses a qualitative research method with the type of research field research and the nature of descriptive research. This study uses the theory of Public Policy Implementation Generation III (hybrid) from Ripley, Randall B and Grace A. Franklin with 3 indicators, namely the level of compliance with policies, the smooth implementation of routine institutional functions, and policy outcomes and impacts. Based on the analysis conducted by the researcher, the results of the study are the first indicators seen from the registration, proposal and distribution process running according to the policies made without any problems in the process. The second indicator is seen from the institutions involved, namely the Ministry of Cooperatives for Micro, Small and Medium Enterprises of the Republic of Indonesia, the Office of Cooperatives for Micro, Small and Medium Enterprises in Lampung Province, the Department of Industry and Trade Cooperatives in West Lampung Barat, Sumber Jaya District, Tugu Sari Village, and Sukapura Village, Bank Rakyat Indonesia (BRI) and Bank Negara Indonesia (BNI). And from these institutions have carried out their duties and functions in accordance with the policy. The third indicator is the results and impact of the policy, from the two classifications of micro and small businesses vi there is the first problem in terms of the use of aid funds where there are still business actors who do not use the assistance in accordance with the policy objectives and from 5 resource persons only one resource person whose business has changed after receiving (BPUM). The impact of the Micro Business Productive Assistance Program in developing the Coffee Business will be seen when the objectives of the program are achieved. So it can be concluded that the (BPUM) has not been able to have an impact on the development of the coffee business in the Sumber Jaya District during the COVID-9 pandemic in 2021.
