Abstract

ABSTRAK Demi memutus mata rantai penyebaran Covid-19 pemerintah Kabupaten Bekasi melalui SE Nomor 800 / 3353 - BKPSDM tentang Pencegahan Laju Penularan Coronavirus Disease 2019 (Covid-19) Di Lingkungan Pemerintahan Kabupaten Bekasi bertepatan dengan PPKM mengumumkan bahwa seluruh pegawai perangkat daerah khusunya ASN untuk melakukan pekerjaannya dengan sistem WFH-WFO. Tatanan kerja baru tersebut adalah upaya pemerintah untuk mengurangi penyebaran virus Covid-19 serta tetap menghasilkan kinerja yang produktif dan adaptif. Kinerja dikatakan sebagai hasil (output) dari proses tertentu yang dilakukan oleh semua bagian instansi terhadap sumber daya tertentu yang digunakan (input). Penulis memilih Kecamatan Babelan Kabupaten Bekasi sebagai lokasi penelitian karena adanya pelayanan yang dapat dilakukan secara online maupun manual sehingga memungkinkan adanya perubahan kinerja bagi seluruh ASN. Adapun rumusan masalah yang akan terjawab pada penelitian skripsi ini adalah bagaimana kinerja ASN Kecamatan Babelan Kabupaten Bekasi di masa New Normal. Metode pada penelitian ini adalah kualitatif deskritif dengan jenis penelitian lapangan. Sumber data primer skripsi ini diambil dengan metode purposive sampling yang diantaranya adalah Kasubag Perencanaan dan Keuangan, Kasubag Umum dan Kepegawaian, Kasi Ketentraman dan Ketertiban, Kasi Pemerintahan, Kasi Pemberdayaan Masyarakat Desa, Kasi Ekonomi dan Pembangunan, Plt. Kasi Pelayanan Publik, serta masyarakat setempat. Metode pengumpulan data dalam skripsi ini yakni observasi, wawancara, dan dokumentasi. Teknik analisis data yang dilakukan dalam penulisan skripsi ini yakni reduksi data, sajian data, dan verifikasi. Hasil penelitian skripsi ini adalah kinerja ASN Kecamatan Babelan Kabupaten Bekasi dinilai cukup baik. Hal tersebut karena masih adanya kekurangan dalam indikator kuantitas, ketepatan waktu serta efektivitas. Kata Kunci: ASN, Kinerja, New Normal ABSTRACT In order to break the chain of transmission of Covid-19, the Bekasi Regency government through SE Number 800 / 3353 - BKPSDM concerning Prevention of the Transmission Rate of Coronavirus Disease 2019 (Covid- 19) Within the Bekasi Regency Government, which coincided with the PPKM, it was announced that all regional apparatus employees, especially ASN, were to carry out their work with the WFH-WFO system. The new work order is the government's effort to reduce the spread of the Covid-19 virus and still produce productive and adaptive performance. Performance is said to be the result (output) of a certain process carried out by all parts of the agency on certain resources used (input). The author chose Babelan District, Bekasi Regency as the research location because of the services that can be done online or manually so as to allow changes in performance for all ASN. The formulation of the problem that will be answered in this thesis research is how the performance of ASN in Babelan District, Bekasi Regency in the New Normal period. The method in this research is a qualitative descriptive with the type of field research. The primary data sources for this thesis were taken using a purposive sampling method which included the Head of the Planning and Finance Sub-section, the Head of the General and Civil Service Sub-section, the Head of Peace and Order, the Head of Government, Head of Village Community Empowerment, Head of Economics and Development, Plt. Head of Public Service, as well as the local community. The data collection methods in this thesis are observation, interviews, and documentation. According the data analysis techniques used in writing this thesis are data reduction, data presentation, and verification. The result of this thesis research is that the performance of ASN in Babelan District, Bekasi Regency is considered quite good. This is because there are still deficiencies in indicators of quantity, timeliness and effectiveness. Keywords: ASN, Peformance, New Normal
