Abstract

ABSTRAK Pentingnya pembangunan yang menyentuh desa serta aspek kehidupan masyarakatnya, menempatkan pemerintah dengan kewajibanya untuk melaksanakan pembangunan di tingkat desa. Pembangunan infrastruktur desa diselenggarakan untuk kepentingan masyarakat dan kemakmuran masyarakat. Namun yang terjadi di Desa Pekurun belum memiliki infrastruktur yang memadai seperti belum adanya infrastruktur saluran drainase, sumur bor, gedung posyandu dan infrastruktur penting lainya. Penelitian ini bertujuan untuk mengetahui tingkat keberhasilan pelaksanaan program gebyar pembangunan desa dalam infrastruktur desa. Penelitin ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah observasi, wawancara, dan dokumentasi. Hasil penelitian menggunakan pendekatan teori Van Meter dan Van Horn bahwa implementasi suatu tindakan yang akan dilakukan baik oleh individu maupun dalam kelompok dan pejabat-pejabat pemerintah swasta yang di tujukan demi tercapainya tujuan-tujuan yang telah di tentukan oleh sebuah keputusan kebijksanaan, mereka menekankan bahwa tahapan implementasi baru terjadi selama proses legitimasi dilalui dan pengalokasian sumber daya, dana yang telah disepakati tidak pada saat dimulai pada saat tujuan dan sasaran kebijakan publik ditetapkan, tetapi tahap implementasi. Hasil penelitian pelaksanaa pembangunan desa di Desa Pekurun Kecamatan Abung Pekurun Kabupaten Lampung Utara tidak berjalan sesuai dengan yang telah di targetkan. Target penyelesaian pembangunan infrastruktur Desa Pekurun pada awal tahun 2021 namun sampai akhir tahun 2021 pembagunan belum terselesaikan. Pada pembangunan desa ini seharusnya mendahulukan pembangunan fasilitas prioritas yang memang penting didahulukan yaitu pembuatan saluran drainase, namun malah terjadi kesalahan pada pelaksanaan pembangunanya malah terlebih dahulu membangun infrastruktur yang tidak di prioritaskan seperti lapangan futsal, lapangan volly, dan lapangan badminton. Faktor penghambat dalam pembangunan desa di Desa Pekurun ini disebabkan karena kurangnya pendanaan yang di salurkan dari pemerintah daerah ke desa ini, sehingga pembangunan yang telah direncanakan terhambat. Adapun sumber dana yang didapatkan adalah dari ADD, PAD, dan bantuan dari pemerintah daerah provinsi dengan pengajuan proposal. Kurangnya sarana dan prasarana, kurangnya partisipasi dari masyarakat juga keterbatasan sumber daya manusia menghambat pelaksanaan program gebyar pembangunan Desa Pekurun tidak berjalan secara optimal. Village infrastructure development is carried out for the benefit of the community and the prosperity of the community. However, what happened in Pekurun Village did not yet have adequate infrastructure such as the absence of infrastructure for drainage channels, drilled wells, posyandu buildings and other important infrastructure. This study aims to determine the level of succes of the implementation of the village infrastructure. This study uses a qualitative approach with a descriptive type of reseach. Data collection techniques used in this study were observation, interviews, and documentation. The results of the study using the Van Meter and Van Horn theoretical approach that the implementation of an action that will be carried out both individually and ini group and private government officials whose goal is to achieve the goals that have been determined by a policy dicision, they emphasize that the implementation stage has just occurred as long as the legitimacy procces, the agreed funds are not started when the goals and objectivives of public policies are set, but the implementation stage. From the results of the research, the implementation of village development in Pekurun Village, Abung Pekurun District, Nort Lampung Regency did not go according to what had been targeted. The target for the completion of the Pekurun Village infrastructure development is in early 2021, but until the end of 2021 the development of this village, the construction of priority facilities should prioritize the implementation of the construction, instead building infrastructure that was not prioritized, such as futsal courts, volleyball courts, and badminton courts. The inhibiting factor in village is due to the lack of funding channeled from the local government to this village, so that the planned development is hampered. The sources of funds obtained are from ADD, PAD, and assistance from the frovincial government by submitting proposals. Lack of facilities and infrastructure, lack of participation from the community as well as limited human resources hampered the implementation of the Pekurun Village development celebration proram that did not run optimally.
