Abstract

ABSTRAK Dasar-dasar HAM tertuang dalam UUD 1945 Republik Indonesia, terdapat pada pasal 27 ayat 1, pasal 28, pasal 29 ayat 2, pasal 30 ayat 1, dan pasal 31 ayat 1. Maka dari itu baik laki-laki maupun perempuan berhak untuk mendapatkan Hak Asasinya, baik hak untuk bekerja hak untuk hidup, serta hak untuk memperoleh pendidikan. Tetapi dalam kehidupan bermasyarakat, seseorang perempuan masih mendapat diskriminasi dan tanggapan sebelah mata atas dirinya. Baik dalam hal politik atau ekonomi, atau dalam lingkungan yang lebih sempit, seperti contohnya dalam rumah tangga. Masalah ini seolah sudah menjadi aksioma yang tidak lagi memerlukan pembuktian. Dengan kata lain, perempuan, sebagaimana halnya dengan anak-anak dan kelompok lanjut usia (Lansia), lebih rentan terhadap terjadinya gejolak yang menimbulkan ketidak stabilan pada ranah publik. Itulah sebabnya, pledoi-pledoi yang diajukan oleh kaum aktivis atau para pembela kaum ini sering pula diberi label ―pembebasan‖ atau ―pemberdayaan‖. Ajaran Islam sendiri menyatakan bahwa pemberdayaan perempuan adalah upaya pencerdasan muslimah hingga mampu berperan menyempurnakan seluruh kewajiban dari Allah SWT, baik di ranah domestik maupun publik. Pemberdayaan perempuan ini didasarkan pada visi menjadi perempuan unggul sebagai ummun warobbatul bait sebagai mitra laki laki demi melahirkan generasi cerdas, takwa, pejuang syariah, dan khafilah, dan kesakinahan keluarga. Penelitian ini menggunakan jenis penelitian lapangan (qualitative research), penelitian lapangan merupakan jenis penelitian yang dilakukan dengan cara mengumpulkan data dan informasi yang diperoleh langsung dari lokasi penelitian. Dalam hal ini data yang diperoleh dari Dinas Perlindungan Perempuan dan Perlindungan Anak Provinsi Lampung. Berdasarkan hasil penelitian dapat disimpulkan bahwa:Pertama, bahwasanya Peran Dinas Pemberdayaan Perempuan dan Perlindungan anak Provinsi Lampung sangat berperan penting dalam Pelaksanaan Hak Asasi Perempuan. Dan sudah banyak pengupayaan Dinas Pemberdayaan Perempuan dan Perlindungan Anak Provinsi Lampung yang berperan akif dalam pelaksanaan Hak Asasi Perempuan yang dilakukan dengan cara sosialisasi, memberikan pemahaman dengan cara pembentukan kesadaran iii secara menyeluruh belum merata di masyarakat khususnya kaum perempuan, karena masuh kurangnya pemahaman lebih, serta sarana dan prasarana yang tidak merata dan memadai dan bahkan tidak kena sasaran terhadap kelompok perempuan sehingga menghambat kegiatan yang menunjang keberhasilan perempuan sebagaimana sangat berpengaruh pada keberhasilan kaum perempuan di Kota Bandar Lampung. Kegiatan pelaksanaan program yang dilaksanakan oleh Dinas Pemberdayaan Perempuan dan Perlindungan Anak Terhadap Pelaksanaan Hak Asasi Perempuan di Kota Bandar Lampung sudah baik akan tetapi dilihat dari kondisi kesadaran perempuan serta sarana dan prasarana yang belum sepenuhnya mendukung sehingga penghambat keberhasilannya, serta masih kurangan kesadaran perempuan terhadap pelaksanaan dan kebijakan Dinas Pemberdayaan dan Perlindungan Anak Provinsi Lampung dalam hal Pemberdayaan Perempuan terhadap Pelaksanaan Hak Asasi Perempuan. Kedua, Peran Dinas Perlindungan Perempuan dan Perlindungan Anak Provinsi Lampung terhadap pelaksanaan Hak Asasi Perempuan belum maksimal, masih belum sesuai dengan prinsip dan tujuan siyasah Tandfiziyah. iv ABSTRACT The basics of human rights are contained in the 1945 Constitution of the Republic of Indonesia, contained in article 27 paragraph 1, article 28, article 29 paragraph 2, article 30 paragraph 1, and article 31 paragraph 1. Therefore both men and women have the right to obtain Fundamentally, both the right to work, the right to live, and the right to get an education. But in social life, a woman still gets discrimination and one-eyed responses to her. Either in terms of politics or the economy, or in a narrower environment, for example in the household. This problem seems to have become an axiom that no longer requires proof. In other words, women, as is the case with children and the elderly (elderly), are more vulnerable to turmoil that creates instability in the public sphere. That is why pledois put forward by activists or defenders of this group are often labeled "liberation" or "empowerment". Islamic teachings themselves state that empowering women is an effort to educate Muslim women so that they are able to play a role in completing all the obligations of Allah SWT, both in the domestic and public spheres. Empowerment of women is based on the vision of becoming a superior woman as the ummun warobbatul bait as a male partner in order to give birth to a generation of intelligent, pious, warriors of sharia, and khafilah, and family security. This research uses a type of field research (qualitative research), field research is a type of research conducted by collecting data and information obtained directly from the research location. In this case the data was obtained from the Lampung Province Women's Protection and Child Protection Service. Based on the results of the study it can be concluded that: First, that the role of the Lampung Province Women's Empowerment and Child Protection Service plays an important role in the implementation of women's human rights. And there have been many efforts by the Lampung Province Women's Empowerment and Child Protection Service to play an active role in the implementation of Women's Human Rights which is carried out by way of socialization, providing understanding by v forming awareness as a whole that has not been evenly distributed in society, especially women, because there is still a lack of more understanding, as well as the means and infrastructure that is not evenly distributed and adequate and does not even hit the target of women's groups so that it hinders activities that support the success of women as it greatly influences the success of women in the city of Bandar Lampung. Program implementation activities carried out by the Office of Women's Empowerment and Child Protection on the Implementation of Women's Rights in the City of Bandar Lampung are good, but seen from the condition of women's awareness and facilities and infrastructure that have not fully supported so that it is an obstacle to its success, and there is still a lack of women's awareness of the implementation and the policy of the Lampung Province Empowerment and Child Protection Service in terms of Women's Empowerment for the Implementation of Women's Human Rights. Second, the role of the Lampung Province Women's Protection and Child Protection Service in the implementation of Women's Human Rights has not been maximized, it is still not in accordance with the principles and objectives of siyasah Tandfiziyah.
