Abstract

ABSTRAK Di era globalisasi dan modernisasi, tidak sedikit sorotan dan pertanyaan dari berbagai kalangan yang berkaitan dengan eksistensi dan prospek pendidikan agama Islam (PAI) di perguruan tinggi. Sejauh ini, pendidikan agama Islam (PAI) seringkali dihadapkan dengan berbagai persoalan klasik, baik yang bersifat material maupun non material. Menjadi hal yang sangat menarik, di tengah tumbuh-suburnya perguruan tinggi keagamaan Islam dan berbagai persoalan yang muncul, Institut Agama Islam Negeri (IAIN) Metro menjadi Perguruan Tinggi Keagamaan Islam (PTKI) yang tampak mengalami perkembangan pesat, dilihat dari aspek fisik maupun non fisik. IAIN Metro juga mengalami dinamika dan inovasi yang pesat secara kualitas, yakni proses beralihnya status dari Sekolah Tinggi Agama Islam Negeri (STAIN) Jurai Siwo Metro menjadi Institut Agama Islam Negeri (IAIN) Metro. Oleh sebab itu, penelitian ini mengkaji dan mendeskripsikan evaluasi program studi yang telah diselenggarakan oleh IAIN Metro, khususnya pada Program Studi Pendidikan Agama Islam (PAI) Fakultas Tarbiyah menggunakan model context, input, process, product (CIPP) Stufflebeam. Adapun tujuan dari penelitian ini adalah untuk mendeskripsikan keterkaitan antara tujuan program studi dengan kebutuhan mahasiswa; mendeskripsikan strategi atau pendekatan alternatif program studi dalam memenuhi tujuan yang ditetapkan; mendeskripsikan implementasi penyelenggaraan sesuai dengan rencana dan strategi yang telah ditetapkan; dan mendeskripsikan pencapaian tujuan sesuai dengan kriteria yang telah ditetapkan oleh program studi PAI Fakultas Tarbiyah IAIN Metro. Penelitian ini dilakukan menggunakan kerangka penelitian evaluasi program dengan pendekatan kualitatif. Adapun model yang digunakan untuk mengevaluasi program studi PAI Fakultas Tarbiyah IAIN Metro adalah model Context, Input, Process, Product (CIPP) yang dikembangkan Daniel Stufflebeam. Sumber data primer penelitian ini adalah ketua program studi PAI, dosen-dosen PAI, staf program studi dan mahasiswa program studi PAI. Proses pengumpulan data dilakukan dengan teknik observasi, wawancara dan dokumentasi. Sementara pengujian keabsahan data dengan cara uji konfirmabilitas dan dependabilitas. Sedangkan analsis datanya menggunakan teknik analisis data model interaktif Miles dan Huberman. Penelitian ini menyatakan bahwa evaluasi program studi Pendidikan Agama Islam di Fakultas Tarbiyah IAIN Metro telah sesuai dengan model evaluasi context, input, process dan product (CIPP). Pertama, evaluasi program studi Pendidikan Agama Islam IAIN Metro dari aspek kontek (context evaluation) telah dilakukan sesuai dengan mekanisme atau standar penilaian borang Badan Akreditasi Nasional (BAN) Perguruan Tinggi. Pelaksanaan evaluasi dari aspek konteks mencakup latarbelakang prodi dalam memperoleh predikat akreditasi A, yang meliputi: profil program studi PAI, menentukan visi, misi, tujuan dan sasaran program studi PAI; dan standar kompetensi lulusan program studi PAI IAIN Metro. Kedua, evaluasi dari aspek masukan (input) juga telah dilakukan dengan baik sesuai dengan standar penilaian borang dari BAN PT. Adapun aspek masukan yang dievaluasi meliputi infrastruktur, tentang kelengkapan fasilitas dalam menunjnag pelaksanaan pengembangan program studi PAI di IAIN Metro; kemudian aspek kelembagaan dan regulasi, yakni tentang komitmen program studi PAI dalam mencapai akreditasi A. Ketiga, evaluasi dari aspek proses telah dilakukan dengan baik sesuai dengan standar penilaian borang dari BAN PT. Adapun aspek proses yang dieveluasi mencakup implementasi pengembangan program studi PAI yang terkait dengan kesesuain pelaksanaan program-program dengan rencana strategi yang telah ditentukan oleh program studi PAI IAIN Metro. Keempat, evaluasi dari aspek hasil telah dilakukan sesuai dengan mekanisme dan standar penilaian borang dari BAN-PT. Adapun aspek hasil yang telah dievaluasi mencakup pemenuhan tujuan antara hasil dan proses pengembangan program studi PAI IAIN Metro sesuai dengan tujuan yang telah ditentukan. So far, Islamic religious education (PAI) is often faced with various classical problems, both material and non-material. It is very interesting, in the midst of the growth of Islamic religious colleges and the various problems that arise, The Metro State Islamic Institute (IAIN) became an Islamic Religious College (PTKI) which seemed to be experiencing rapid development, seen from both physical and non-physical aspects. IAIN Metro is also experiencing rapid dynamics and innovation in terms of quality, namely the process of changing its status from the State Islamic High School (STAIN) Jurai Siwo Metro to the State Islamic Institute (IAIN) Metro. Therefore, this study examines and describes the evaluation of study programs that have been held by IAIN Metro, especially in the Islamic Religious Education Study Program (PAI) of the Faculty of Tarbiyah using the Stufflebeam context, input, process, product (CIPP) models. The purpose of this study is to describe the relationship between the objectives of the study program and the needs of students; describe alternative strategies or approaches to study programs in meeting the stated objectives; describe the implementation of the implementation in accordance with the plans and strategies that have been set; and describe the achievement of goals in accordance with the criteria set by the PAI study program at the Tarbiyah Faculty of IAIN Metro. This research was conducted using a program evaluation research framework with a qualitative approach. The model used to evaluate the PAI study program at the Tarbiyah Faculty of IAIN Metro is the Context, Input, Process, Product (CIPP) model developed by Daniel Stufflebeam. The primary data sources of this research are the head of the PAI study program, PAI lecturers, study program staff and students of the PAI study program. The process of data collection was carried out by means of observation, interviews and documentation. While testing the validity of the data by means of confirmability and dependability tests. While the data analysis uses Miles and Huberman interactive model data analysis techniques. This study states that the evaluation of the Islamic Religious Education study program at the Tarbiyah Faculty of IAIN Metro has been in accordance with the context, input, process and product (CIPP) evaluation model. First, the evaluation of the Islamic religious education study program at IAIN Metro from the context aspect (context evaluation) has been carried out in accordance with the mechanism or standard for evaluating the form of the National Accreditation Board (BAN) for Higher Education. Implementation of the evaluation from the context aspect includes the background of the study program in obtaining an A accreditation predicate, which includes: profile of the PAI study program, determining the vision, mission, goals and objectives of the PAI study program; and competency standards for graduates of the PAI IAIN Metro study program. Secondly, the evaluation of aspects of the input (input evaluation) also has done well in accordance with the assessment standards of accreditation forms of BAN PT. The input aspects that are evaluated include infrastructure, regarding the completeness of facilities in supporting the implementation of the development of the PAI study program at IAIN Metro; then the institutional and regulatory aspects, namely the commitment of the PAI study program in achieving A accreditation. Third, the evaluation of the process aspect has been carried out properly in accordance with the standard assessment forms from BAN PT. The aspects of the evaluated process include the implementation of the development of the PAI study program related to the suitability of the implementation of the programs with the strategic plan that has been determined by the PAI study program IAIN Metro. Fourth, the evaluation of the aspect of the results has been carried out in accordance with the mechanism and standard of form assessment from BAN-PT. The aspects of the results that have been evaluated include the fulfillment of the objectives between the results and the process of developing the PAI IAIN Metro study program in accordance with the predetermined objectives.
