Abstract

ABSTRAK Perguruan Tinggi Agama Islam Swasta (PTAIS) harus mampu memberikan pelayanan yang memuaskan bagi publik lalu menjelaskan dan mempertanggung jawabkan setiap kebijakan yang diambil secara proporsional. Tujuan penelitian ini adalah untuk menganalisa tentang akuntabilitas, transparansi, efisiensi, efektivitas dan partisipasi Perguruan Tinggi Agama Islam Swasta (PTAIS) di Lampung Utara. Metode penelitian ini dengan deskriptif kualitatif yang mengumpulkan data primer dan sekunder dengan cara observasi, wawancara dan dokumentasi. Analisis data dengan cara reduksi, display dan verifikasi data sehingga dapat menjadi kesimpulan pada akhir analisa setelah pemeriksaan keabsahan data. Hasil penelitian ini menunjukkan bahwa 1) Standar Akuntabilitas di Universitas Muhammadiyah Kotabumi dan Sekolah Tinggi Agama Islam Ibnu Rusyd Kotabumi Lampung Utara berjalan dengan baik dan benar-benar dijalankan. 2) Transparansi Universitas Muhammadiyah Kotabumi dan Sekolah Tinggi Agama Islam Ibnu Rusyd Kotabumi Lampung Utara telah melakukan tugasnya semakin membaik. 3) Pelaksanaan efisiensi Universitas Muhammadiyah Kotabumi dan Sekolah Tinggi Agama Islam Ibnu Rusyd Kotabumi Lampung Utara sudah berjalan dengan baik, staf akademik memahami akan tugas dan tanggung jawabnya didukung dengan ketersediaan komputer dan fasilitasi lainnya. 4) Efektifitas Universitas Muhammadiyah Kotabumi dan Sekolah Tinggi Agama Islam Ibnu Rusyd Kotabumi Lampung Utara, seluruh staff, pegawai sudah mengetahui, memahami isi aturan standar etika, sanksi hukuman terhadap pelanggaran aturan standar etika. 5) Partisipasi Universitas Muhammadiyah Kotabumi dan Sekolah Tinggi Agama Islam Ibnu Rusyd Kotabumi Lampung Utara bersama masyarakat sudah cukup baik dalam menjalankan tata kelola perguruan tinggi walaupun masih sederhana berdasarkan nilai lokal dengan keadaan objektif di Perguruan Tinggi. Peneliti menyarankan Perguruan Tinggi Agama Islam Swasta tersebut harus mengedepankan kepentingan masyarakat sehingga berbagai program yang dirancang demi peningkatan akuntabilitas dan partisipasi masyarakat dapat terjamin. Perguruan Tinggi untuk melengkapi sarana prasarana agar tidak ketertinggalan informasi, membuat regulasi demi perlindungan dan pemanfaatan potensi, sehingga dapat memberikan kontribusi bagi perkembangannyakedepan dan terlebih kepada masyarakat. Kata Kunci : Akuntabilitas, Perguruan Tinggi Agama Islam Swasta vii ABSTRACT Private Islamic Higher Education (PTAIS) must be able to provide satisfactory services to the public and then explain and account for every policy taken proportionally. The purpose of this study was to analyze the accountability, transparency, efficiency, effectiveness and participation of Private Islamic Higher Education (PTAIS) in North Lampung. This research method was descriptive qualitative which collects primary and secondary data by means of observation, interviews and documentation. Data analysis by means of data reduction, display and verification so that it can be concluded at the end of the analysis after checking the validity of the data. The results of this study indicate that 1) the Accountability Standards at the University of Muhammadiyah Kotabumi and the Ibnu Rusyd Islamic High School, Kotabumi, North Lampung, are running well and are actually implemented according too. 2) Transparency of the University of Muhammadiyah Kotabumi and the Ibn Rushd Islamic College, Kotabumi, North Lampung, have been doing their job better. 3) The implementation of efficiency at the University of Muhammadiyah Kotabumi and the Ibnu Rusyd Islamic High School, Kotabumi, North Lampung, had been going well, the academic staff understands their duties and responsibilities supported by the availability of computers and other facilitation. 4) Effectiveness of Kotabumi Muhammadiyah University and Ibnu Rusyd Islamic High School, Kotabumi, North Lampung, all staff, employees already know, understand the contents of the rules of ethical standards, sanctions for violating the rules of ethical standards. 5) The participation of the Muhammadiyah University of Kotabumi and the Ibnu Rusyd Islamic College of Kotabumi, North Lampung together with the community has been quite good in implementing good governance, although it was still simple based on local values with objective conditions in Higher Education. The researcher suggests that the private Islamic Universities must prioritize the interests of the community so that various programs designed to increase accountability and community participation can be guaranteed. Universities to complete infrastructure facilities so as not to miss information, make regulations for the protection and utilization of potential, so that they can contribute to its future development and especially to the community.
