Abstract

ABSTRAK Pendapatan masyarakat menurun drastis sejak adanya Covid�19 dan mengakibatkan banyaknya kerugian yang ditimbulkannya. Covid-19 sangat berpengaruh terhadap kesejahteraan masyarakat termasuk masyarakat Desa Sawojajar. Pemerintah Desa Sawojajar mengungkapkan bahwa dana desa yang biasanya difokuskan untuk pembangunan infrastruktur, setelah kemunculan Covid-19 kini harus difokuskan untuk mencukupi kebutuhan masyarakat sehari- hari. Pandemi Covid-19 ini berdampak serius pada berbagai sektor ekonomi, termasuk pada sektor pertanian yang merupakan sektor mayoritas pekerjaan dari masyarakat Desa Sawojajar. Dari penelitian ini terdapat beberapa rumusan masalah yakni tentang bagaimana analisis kebijakan ekonomi dana desa terhadap tingkat kesejahteraan masyarakat desa saat pandemic covid�19 dan bagaimana analisis kebijakan ekonomi dana desa terhadap tingkat kesejahteraan masyarakat desa saat pandemic covid-19 dalam perspektif Ekonomi Islam. Penelitian ini bertujuan untuk mengetahui analisis dari kebijakan ekonomi dana desa terhadap tingkat kesejahteraan masyarakat desa saat pandemic covid-19 perspektif dalam ekonomi Islam pada Desa Sawojajar, Kotabumi, Lampung Utara. Penelitian ini merupakan penelitian lapangan (field research) dengan metode deskriptif kualitatif. Sumber data berupa data primer dan data sekunder. Teknik pengumpulan data terdiri dari observasi, wawancara, dan dokumentasi. Berdasarkan hasil penelitian kebijakan ekonomi dana desa berpengaruh terhadap tingkat kesejahteraan masyarakat desa. Dana desa ini berupa materi yang digunakan untuk membantu mencukupi kebutuhan sehari-hari masyarakat terutama saat pandemic covid-19. Selain untuk sembako, pemerintah pun memberikan bantuan untuk pendidikan dan kesehatan masyarakat dalam Program Keluarga Harapan (PKH) serta Bantuan Langsung Tunai (BLT) untuk masyarakat yang kehilangan pekerjaan. Dengan bantuan ini masyarakat merasa sangat terbantu, terlihat masyarakat Sawojajar tidak ada yang putus sekolah saat pandemi covid-19. Ditinjau dari perspektif ekonomi Islam bahwa sudah sepenuhnya tercapai kebutuhan dharuriyat (memelihara jiwa, memelihara agama, memelihara akal, kelangsungan keturunan, dan memelihahara harta), kebutuhan hajiyah dan kebutuhan tahsiniyat. Kata kunci: Dana Desa, Tingkat Kesejahteraan, Ekonomi Islam ABSTRACT People's incomes have decreased drastically since the Covid�19 outbreak and resulted in many losses. Covid-19 greatly affects the welfare of the community, including the people of Sawojajar Village. The Sawojajar Village Government revealed that village funds, which were usually focused on infrastructure development, after the emergence of Covid-19 must now be focused on meeting the daily needs of the community. The Covid-19 pandemic has had a serious impact on various economic sectors, including the agricultural sector, which is the majority sector of the work of the Sawojajar Village community. From this research, there are several problem formulations, namely how to analyze village fund economic policies on the welfare level of rural communities during the covid-19 pandemic and how to in the perspective of Islamic Economics. This study aims to determine the analysis of the economic policy of village funds on the level of welfare of rural communities during the covid-19 pandemic perspective in Islamic economics in Sawojajar Village, Kotabumi, North Lampung. This research is a field research with a qualitative descriptive method. Sources of data in the form of primary data and secondary data. Data collection techniques consist of observation, interviews, anddocumentation. Based on the results of research, the economic policy of village funds has an effect on the level of welfare of the village community. This village fund is in the form of materials used to help meet the daily needs of the community, especially during the COVID�19 pandemic. In addition to basic necessities, the government also provides assistance for education and public health in theFamily Hope Program (PKH) and Direct Cash Assistance (BLT) for people who have lost their jobs. With this assistance, the community feels very helped, it canbe seen that the Sawojajar community did not drop out of school during the COVID-19 pandemic and for people who were exposed to the Covid-19 virus, the government also provided assistance with medicines and vitamins. From an Islamic economic perspective, the dharuriyat needs (maintaining the soul, preserving religion, maintaining reason, continuity of lineage, and maintaining property), the needs of hajiyah and the needs of tahsiniyat have been fullyachieved.
