Abstract

ABSTRAK Latar belakang skripsi ini karena adanya permasalahan pendirian rumah ibadah di Kota Bandar Lampung yang umumnya disebabkan karena kurangnya persyaratan administrasi yang di ajukan oleh panitia pembangun rumah ibadah, munculnya protes warga terhadap keberadaan suatu rumah ibadah, kurangnya pengguna rumah ibadah dari 90 KTP, dan pendukung 60 KTP sesuai dengan Peraturan Bersama Menteri Agama dan Menteri Dalam Negeri No 9 dan 8 Tahun 2006 sehingga peneliti merumuskan masalah yakni bagaimana peran FKUB dalam melakukan verifikasi pendirian rumah ibadah di Kota Bandar Lampung dan bagaimana faktor pendorong serta penghambat FKUB dalam melakukan verifikasi pendirian rumah ibadah. Penelitian ini menggunakan metode kualitatif, dengan jenis Field Research (Penelitian Lapangan), metode pendekatan analisis yang digunakan ialah metode deskriptif analisis yang gambaran secara rinci dan sistematis mengenai peranan FKUB dalam melakukan verifikasi pendirian rumah ibadah di Kota Bandar Lampung. Pendekatan yang digunakan yakni Pendekatan Sosiologis. Sumber data primer dalam penelitian ini adalah buku PBM Menag dan Mendagri No 9 dan 8 Tahun 2006 sedangkan sumber sekundernya ialah menggunakan buku-buku, jurnal, skripsi, dan sumber-sumber yang relevan dalam penelitian ini. Teknik pengumpulan data yang peneliti pakai yaitu observasi, wawancara dengan menggunakan teknik Purposive Sampling dan dokumentasi. Hasil penelitian menunjukan peran FKUB sangat penting dalam melakukan verifikasi aktual pendirian rumah ibadah, ada sebanyak tujuh rumah ibadah pada periode 2020-2022 yang telah di verifikasi oleh FKUB dengan tiga rumah ibadah lolos verifikasi dan empat rumah ibadah bermasalah dalam proses verifikasi. Faktor pendukung FKUB dalam melakukan verifikasi pendirian rumah ibadah adalah deengan adanya PBM (Peraturan Bersama Menteri) Agama dan Dalam Negeri No 9 dan 8 Tahun 2006, kelengkapan administrasi Pendirian Rumah Ibadah, fasilitasi dari pemerintah setempat, Keaktifan dan Kekompakan pengurus Forum Kerukunan Umat Beragama dan kerjasama dari panitia dan aparat pemerintah. Sedangkan faktor penghambat FKUB dalam melakukan verifikasi pendirian rumah ibadah adalah pendukung dan pengguna rumah ibadah yang tidak hadir, Kurangnya Pemahaman Masyarakat Mengenai PBM Menag dan Mendagri No 9 dan 8 Tahun 2006, telatnya anggaran yang dikeluarkan oleh Pemerintah Daerah, dan Ketidakhadiran Pengurus FKUB dalam melakukan verifikasi pendirian rumah. Dengan dikeluarkannya surat rekomendasi pendirian rumah ibadah dari FKUB sehingga bisa menjadikan salah satu syarat untuk mendapatkan IMB dari Walikota atas izin pendirian rumah ibadah tersebut. The primary data sources in this study were the books of the Minister of Religion and the Minister of Home Affairs Number 9 and 8 of 2006 while the secondary sources used books, journals, theses, and other relevant sources in this study. Data collection techniques that researchers use are observation, interviews using purposive sampling and documentation techniques. The results of the thesis show that the role of FKUB is very important in the actual verification of the establishment of houses of worship, as many as seven houses of worship for the period 2020- 2022 have been verified by FKUB with three houses of worship. passed the verification and four houses of worship experienced problems in the verification process.
