Abstract

ABSTRAK Kesejahteraan masyarakat adalah tugas pertama dan utama setiap pemerintahan karena pemerintah memiliki kewenangan untuk mengelola semua sumber daya dan perekonomian, untuk digunakan bagi sebesar-besarnya kesejahteraan rakyatnya sesuai pasal Pasal 33 ayat 2 UUD 1945. Untuk itu, pemerintah memiliki tanggungjawab yang sangat besar didalam penanggulangan kemiskinan dan peningkatan kesejahteraan masyarakat. Karena masalah tersebut pemerintah mengeluarkan peraturan yang dicantumkan dalam Peraturan Presiden No 15 Tahun 2010 tentang Percepatan Penanggulangan Kemiskinan yakni dengan membentuk Tim Nasional percepatan penanggulangan kemiskinan dengan menetapkan PNPM Mandiri Perdesaan sebagai salah satu programnya. Program Nasional Pemberdayaan Masyarakat Mandiri Perdesaan (PNPM-MPd) sebagai salah satu program pengentasan kemiskinan yang targetnya tertuju pada masyarakat perdesaan. Program PNPM�MPd adalah memberikan pinjaman guna membantu menumbuh kembangkan usaha untuk meningkatkan kesejahteraan masyarakat. Dalam pelaksanaanya program ini tidak luput dari permasalahan, salah satunya masalah yang terjadi di PNPM-MPd Kecamatan Labuhan Maringgai Kabupaten Lampung Timur. Masalah yang terjadi yaitu kurang nya tanggung jawab anggota peminjam sehingga terjadi penunggakan angsuran, penggunaan pinjaman yang bersifat konsumtif sehingga tidak sesuai dengan tujuan. Penulis melakukan penelitian di Kecamatan Labuhan Maringgai Kabupaten Lampung Timur. Rumusan masalah dalam skripsi ini adalah bagaimana efektivitas pinjaman PNPM-MPd terhadap kesejahteraan Masyarakat, bagaimana pandangan ekonomi islam terhadap pinjaman PNPM-MPd. Penulis menggunakan metode studi kasus ( case study) dimana penelitian dilakukan secara sistematis dengan mengambil data di lapangan.penelitian ini bersifat kualitatif dengan jenis data kuantitatif deskriptif, pendekatan metode campuran berupa penelitian kuantitatif secara kuisoner dan penelitian kualitatif digunakan sebagai memperkuat data dari kuisoner., dimana prosedur penelitian terhadap suatu masalah menghasilkan data deskriptif berupa kata-kata tertulis bukan berupa kuantitatif atau hitungan. Teknis analisis dalam penelitian ini bersifat induktif, yaitu memberikan gambaran secara umum, menyajikan data serta menarik kesimpulan. Berdasarkan penelitian yang telah penulis lakukan, dapat diketahui bahwa efektivitas pinjaman PNPM-MPd terhadap kesejahteraan masyarakat Kecamatan Labuhan Maringgai dari 4 indikator diperoleh hasil : ketepatan sasarandiperoleh hasil efektif, sosialisasi program diperoleh hasil tidak efektif, tujuan sasaran diperoleh hasil efektif, dan pemantauan program diperoleh hasil tidak efektif. Serta sesuai dengan prinsip ekonomi islam karena menolong dan memberikan pinjaman untuk hal baik yaitu meningkatkan kesejahteraan kelompok peminjam tersebut. Kata kunci: PNPM-MPd, Efektivitas, Kesejahteraan ABSTRACT The welfare of the people is the first and foremost task of every government because the government has the authority to manage all resources and the economy, to be used for the welfare of its people as much as possible in accordance with Article 33 paragraph 2 of the 1945 Constitution. For this reason, the government has a very large responsibility in poverty alleviation. and improvement of community welfare. Because of this problem, the government issued a regulation that was included in Presidential Regulation No. 15 of 2010 concerning the Acceleration of Poverty Reduction, namely by forming a National Team for the acceleration of poverty reduction by establishing PNPM Mandiri in Rural Areas as one of its programs. The National Program for Independent Rural Community Empowerment (PNPM-MPd) is one of the poverty alleviation programs that targets rural communities. The PNPM-MPd program is to provide loans to help develop businesses to improve community welfare. In its implementation, this program is not free from problems, one of which is a problem that occurred in PNPM-MPd, Labuhan Maringgai District, East Lampung Regency. The problem that occurs is the lack of responsibility of borrowing members so that there are arrears in installments, the use of consumptive loans so that they are not in accordance with the objectives. The author conducted research in Labuhan Maringgai District, East Lampung Regency. The formulation of the problem in this thesis is how the effectiveness of PNPM-MPd loans on the welfare of the community, what is the view of Islamic economics on PNPM-MPd loans. The author uses a case study method where the research is carried out systematically by taking data in the field. This research is qualitative with descriptive quantitative data, a mixed method approach in the form of quantitative research by questionnaire and qualitative research is used to strengthen the data from the questionnaire, where research procedures on a problem produce descriptive data in the form of written words not in the form of quantitative or counts. Technical analysis in this research is inductive, namely providing a general description, presenting data and drawing conclusions. Based on the research that the author has done, it can be seen that the effectiveness of PNPM-MPd loans on the welfare of the people of Labuhan Maringgai Sub-district from 4 indicators obtained results: target accuracy obtained effective results, program socialization obtained ineffective results, target objectives obtained effective results, and program monitoring obtained results ineffective. And in accordance with the principles of Islamic economics because it helps and provides loans for good things, namely increasing the welfare of the borrower group.
