Abstract

ABSTRAK Derajat kesehatan madrasah ibtidaiyah belum memenuhi harapan masya- rakat. Terdapat 29,69%, MI belum dapat mengakses sarana air bersih dengan baik, 42,63% jamban sehat, dan 41,33% cuci tangan dengan sabun. Lampung terdapat 37,72% belum dapat mengakses sarana air bersih dengan baik, 37,47% jamban sehat, dan 42,97% scuci tangan dengan sabun. Hal tersebut merupakan dampak implementasi manajemen madrasah bersih dan sehat belum sempurna. Tujuan penelitian menganalisis implementasi fungsi-fungsi manajemen madrasah bersih dan sehat. Penelitian kualitatif dengan pendekatan fenomenologi. Informan 24 orang. Lokasi penelitian dipilih secara purposif. Pengambilan data wawancara mendalam, observasi, dan kajian dokumen. Analisis data dengan tahapan row data, reduction, display, dan conclusion. Hasil penelitian menunjukkan sebagian besar informan (kepala madrasah) belum menyusun perencanaan program madrasah bersih dan sehat, sebagian kecil yang telah menyusun kualitasnya masih rendah, sebagian hanya mencantum anggarannya saja, dan sebagian lain lebih lengkap, ada jenis barang, penanggung jawabnya dan besar anggaran yang disediakan. Madrasah telah memiliki slogan: “Madrasah Hebat, Madrasah Beriman, Disiplin”, pendidikan kesehatan telah termuat dalam pembelajaran. Sebagian besar informan telah melaksanakan fungsi pengorganisasian program, namun belum baik. Belum semua diangkat berdasarkan surat keputusan, belum ada struktur yang jelas, serta belum ada pembagian tugas, serta pola koordinasinya. Informan menjelaskan pekerjaan dilakukan secara bersama-sama dengan pendidik. Semua informan telah melaksanakan program namun belum lengkap dan baik. Kegiatan sudah terlaksana seperti sosialisasi, pembagian tugas, pendidikan kesehatan, perbaikan sarana prasana, pemasangan pamplet/baner, dan pembudayaan perilaku hidup bersih dan sehat. Kegiatan dalam bentuk kerja sama seperti demo cuci tangan dan sikat gigi. Kegiatan belum dilaksanakan membuat kebijakan secara tertulis serta sanksinya. Semua informan telah melakukan pengawasan program, namun belum maksimal, sebatas selayang pandang, pada kelas-kelas, teras, halaman, serta sekali-kali ke kamar mandi peserta didik. Semua informan belum melakukan evaluasi pengetahuan kesehatan serta program secara menyeluruh, disebabkan pendidik telah melakukan pengukuran setiap akhir semester sesuai pokok bahasan, serta belum memahami program dengan baik. Hambatan internal, belum maksimalnya peran kepala madrasah, dukungan tenaga pendidik, pengelola program, petugas kebersihan, peserta didik belum tertib, keterbatasan sarana dan prasarana, serta dana operasional. Eksternal, belum maksimalnya peran komite, kerja sama pihak ketiga, dukungan kebijakan Kementrian Agama Kota Bandar Lampung. Disimpulkan implementasi manajemen madrasah bersih dan sehat terwujud dalam fungsi-fungsinya, sebagian sudah terlaksana namun belum lengkap dan baik. Disarankan kepala madrasah menerapkan konsep manajemen madrasah bersih dan sehat dengan menyusun perencanaan adekuat, penguatan kelembagaan, pelaksanaan dengan pendekatan kepemimpinan transformasional, pengawasan aktif, dan evaluasi akuntabel. There are 29.69%, MI has not been able to access clean water facilities properly, 42.63% healthy latrines, and 41.33% washing hands with soap. The purpose of this research is to analyze the implementation of clean and healthy madrasa management functions. Qualitative research with a phenomenological approach. Informants 24 people. The results showed that most of the informants (heads of madrasas) had not prepared a clean and healthy madrasa program plan, a few who had compiled the quality were still low, some only included the budget, and some others were more complete. provided. Madrasas already have the slogan: “Great Madrasas, Faithful Madrasas, Discipline”, health education has been included in learning. Most of the informants have carried out the program organizing function, but not well enough. Not all have been appointed based on a decree, there is no clear structure, and there is no division of tasks and coordination patterns. Informants explained that the work was carried out together with educators. All informants have implemented the program but it is not complete and not good enough. Activities have been carried out such as socialization, division of tasks, health education, improvement of infrastructure, installation of pamphlets/banners, and cultivating clean and healthy living behavior. Activities in the form of cooperation such as handwashing demonstrations and toothbrushing. Activities have not been carried out to make written policies and sanctions. All informants have supervised the program, but it has not been maximized, only at a glance, in the classrooms, terraces, courtyards, and occasionally to the students' bathrooms. All informants have not evaluated health knowledge and the program as a whole, because educators have taken measurements at the end of each semester according to the subject matter, and have not understood the program well. Internal obstacles, the role of the madrasa head has not been maximized, the support of educators, program managers, janitors, students are not in order yet, limited facilities and infrastructure, and operational funds. Externally, the committee's role has not been maximized, third party cooperation, policy support from the Ministry of Religion of Bandar Lampung City. It is concluded that the implementation of clean and healthy madrasa management is manifested in its functions, some have been carried out but not yet complete and good. It is recommended that madrasa principals apply the concept of clean and healthy madrasa management by preparing adequate planning, strengthening institutions, implementing transformational leadership approaches, active supervision, and accountable evaluation.
