ABSTRACT Assisted Village Program has been carried out by UIN Raden Intan aiming to increase community independence. Assisted Village program has never been evaluated using an accountable method. Based on these conditions, this dissertation is trying to answer the following research problem: how is the process of community service in targeted villages; what are the implementation and results of the program as well as what is the ideal program form for the community economic empowerment program. The evaluation model used the CIPP evaluation (Context, Input, Process, and Product). The research results showed that ‘Desa Binaan” economic empowerment program was not supported by an adequate strategy. While the program in general can be accepted by the community with high enthusiasm, it has not had a significant impact on the economy of targeted village. This condition was mainly caused by the lack of substainability principle and utilization of local resources. Community Service in Islamic Religious Higher Education is carried out with the principle of University-community Partnership. Based on the partnership principle, relation between university and community are equal. University role can be increased through collaboration with internal and external partners of the campus as an incubator for community pilot projects. Furthermore, the University value which is known as University Social Responsibility (USR) should be applied as the main value of the program.
