Abstract

ABSTRAK Pengembangan mutu sumber daya guru memerlukan perencanaan strategik yang baik agar rencana strategi yang dilakukan tepat sasaran sesuai dengan tujuan dan kebutuhan organisasi dan guru itu sendiri. Oleh karena itu perlu kiranya melakukan penelitian lebih lanjut mengenai rencana strategik mutu sumber daya guru di Madrasah Aliyah Kota Bandar Lampung dengan rumusan masalah pokok “Bagaimana rencana strategik mutu sumber daya guru di Madrasah Aliyah Kota Bandar Lampung?”sehingga tujuan utama dalam penelitian ini adalah menghasilkan konsep rencana strategik dalam mengembangkan mutu sumber daya guru Madrasah Aliyah Kota Bandar Lampung. Penelitian ini adalah jenis penelitian deskriptif dengan menggunakan pendekatan kualitatif. Penelitian ini dilaksanakan di Madrasah Aliyah yang ada di Kota Bandar Lampung berjumlah 16 Madrasah Aliyah dengan perincian sebanyak 2 (dua) Madrasah Aliyah berstatuts negeri dan 14 Madrasah Aliyah berstatus swasta. Sumber data dipilih secara purposive dan bersifat snowball sampling, diantaranya adalah kepala MA dan wakil-wakilnya, guru, orangtua peserta didik dan peserta didik di MA Bandar Lampung. Pengumpulan data menggunakan teknik wawancara, observasi, dan dokumentasi, yang kemudian hasilnya dianalisis dengan melakukan triangulasi sumber, teknik, dan waktu. Hasil penelitian ditemukan bahwa: (1) rumusan visi dan misi sederhana, jelas, sesuai dengan kondisi madrasah dan kebutuhan guru; sasaran peningkatan mutu sumber daya guru adalah peningkatan pengetahuan dan kompetensi peadagogik, sosial, kepribadian, dan profesional guru; strategi yang dilakukan sebatas pada memberikan bimbingan bagi guru yang dilakukan kepala madrasah, dan melibatkan guru dalam aktivitas madrasah. (2) lingkungan eksternal Madrasah Aliyah di Kota Bandar Lampung meliputi adanya landasan hukum yang jelas; dukungan teknologi; keadaan ekonomi; organisasi keguruan; perguruan tinggi keguruan; dukungan pemerintah. (3) aspek peluang dan ancaman dari lingkungan eksternal meliputi aspek pendukung, aspek kolaborator, dan aspek kompetitor. (4) sumber daya Madrasah Aliyah di KoTA Bandar Lampung dilihat dari aspek sumber daya kepala madrasah, sumber daya guru, masyarakat, sumber daya keuangan, fasilitas madrasah, dan kultur madrasah. (5) kekuatan dan kelemahan Madrasah Aliyah di Kota Bandar Lampung dilihat dari aspek sumber daya manusia, sumber daya keuangan, fasilitas madrasah, dan kultur madrasah. (6) Dari hasil analisis visi dan misi, lingkungan eksternal, peluang dan ancaman, sumber daya madrasah, kekuatan dan kelemahan, maka ditemukan delapan belas langkah strategis peningkatan mutu sumber daya guru Madrasah Aliyah di Kota Bandar Lampung. Kata Kunci: rencana strategik, mutu, sumber daya, guru iiiABSTRACT Developing the quality of teachers' resources requires good strategic planning so that the strategic plan carried out on the target is in line with the objectives and needs of the organization and of the teacher himself. Therefore, it is necessary to continue research on the strategic plan for the quality of the quality of teachers in the madrassah Bandar Lampung Aliyah with the formulation of the main problem "What is the strategic plan for the quality of teacher resources in the madrassah Bandar Lampung Aliyah? " So that the main objective of this study is to produce the concept of a strategic plan to develop the quality of the educational resources of Madrasah Aliyah in the city of Bandar Lampung. This research is a type of descriptive research using a qualitative approach. This research was carried out in 16 Aliyah madrasas of the city of Bandar Lampung, with 2 (two) Aliyah Madrasah Aliyah statuses and 14 Private Aliyah Madrasahs. The data source was purposely chosen and a snowball sample, including the head of the Supreme Court and his representatives, teachers, parents and pupils of Bandar Lampung MA. Data collection uses interviewing, observation and documentation techniques, then the results are analyzed by triangulating sources, techniques and time. The results of the study revealed that: (1) the formulation of a simple and clear vision and mission, in accordance with the conditions of the madrasa and the needs of the teacher; improving the quality of teachers' resources aims to increase the knowledge and skills of teachers, social, personality and professional teachers; the strategy is limited to providing advice to teachers provided by the head of the madrasa and involving teachers in the activities of the madrasa. (2) The external environment of Madrasah Aliyah in the town of Bandar Lampung includes a clear legal basis; technological support; Economic situation; teacher organization; teacher training colleges; government support. (3) aspects of opportunities and threats from the external environment include aspects of support, aspects of collaborators and aspects of competitors. (4) The resources of Madrasah Aliyah in the Bandar Lampung KoTA are seen in the aspect of resources of the head of the madrasah, resources of teachers, of the community, financial resources, facilities of the madrasah and culture of the madrasa. (5) the strengths and weaknesses of Madrasah Aliyah in the city of Bandar Lampung seen in the aspects of human resources, financial resources, madrasa facilities and madrasa culture. (6) From the results of the vision and mission analysis, the external environment, the opportunities and threats, the resources, strengths and weaknesses of madrassah, eighteen strategic steps were found to improve the quality of resources for Madrasah Aliyah teachers in Bandar Lampung.
